SJVN Invites Bids for 1,500 MW Wind-Solar Hybrid Power Projects

SJVN, a joint venture between the Government of India and the Government of Himachal Pradesh, has invited bids from developers to set up 1,500 MW Inter-State Transmission system (ISTS)-connected wind-solar hybrid power projects in India.

The last date for the submission of bids is November 7, 2023. Bids will be opened on November 8.

Bids will be valid for 12 months from the last date of submission of bids.

SJVN will enter into a Power Purchase Agreement (PPA) with the successful bidder for 25 years.

Bidders must submit ₹1.5 million (~$18,020) + 18% GST for each project as the bid processing fee.

They must furnish an earnest money deposit (EMD) of ₹1.2 million (~$14,727)/per MW per project to be submitted in the form of a bank guarantee.

Bidders chosen by SJVN must furnish a performance bank guarantee valued at ₹3.06 million (~$36,821)/MW of the contracted capacity for which the PPA is being executed.

They must provide a minimum power capacity of 50 MW or more for projects connected to ISTS. This is contingent on the requirement that at least 33% of the total contracted capacity must come from one resource (either wind or solar).

Bidders, who may include their parent, affiliate, ultimate parent, or any group company, must submit a solitary bid with the offered contracted capacity in the range of 50 MW to 750 MW.

The quoted contracted capacity should be in increments of 10 MW only.

The tender aims to promote well-established and operational technologies exclusively to minimize technological risks and ensure timely project commissioning.

Only wind turbine models that have been certified and listed in the Revised List of Models and Manufacturers (RLMM) issued by MNRE, as updated until the scheduled commercial start date of the projects, will be permitted for deployment under this scheme.

The “Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirement of Compulsory Registration) Order, 2019” and any subsequent amendments or clarifications issued until the bid submission deadline will apply to solar modules.

The modules used in the projects must be part of List-I under the mentioned order.

Bidders must have a net worth equal to or exceeding ₹12.26 million (~$147,279)/MW of the quoted capacity. This net worth should be as of either the last date of the previous financial year, FY 2022-23, or at least seven days prior to the bid submission deadline.

Additionally, bidders should have a minimum average annual turnover of ₹18.39 million (~$ 220,916)/MW of the quoted capacity over the last three financial years.

SJVN also invited bids to select renewable developers for the supply of 1,500 MW of power from ISTS-connected renewable energy projects with energy storage capacities across India.

Recently, SJVN Green Energy, a subsidiary of SJVN, emerged as one of the successful bidders in Solar Energy Corporation of India’s auction of 1.2 GW of ISTS-connected wind power projects (Tranche XIV).
