SECI Tenders 1.2 GW Solar Projects with 3.6 GWh Energy Storage Systems

The Solar Energy Corporation of India (SECI) has invited bids to set up 1,200 MW of interstate transmission system (ISTS)-connected solar projects integrated with 600 MW/3,600 MWh energy storage systems (ESS).
Bids must be submitted by August 18, 2025. Bids will be opened on August 21.
Bidders must furnish an earnest money deposit of ₹1.59 million (~$18,504), a bid processing fee of ₹20,000 (~$232.80)/MW, capped at ₹2 million (~$23,280) plus GST, and a tender document fee of ₹50,000 (~$582) plus GST.
Successful bidders must submit a performance bank guarantee (PBG) of ₹3.98 million (~$46,328)/MW and ensure it remains valid for up to 12 months after the scheduled commissioning date.
The scope of work includes the development of solar projects, each co-located with an ESS. It also involves land acquisition, project development, and all necessary ISTS/ state transmission unit grid interconnections.
The ESS must be physically situated at the solar project sites.
The projects must be commissioned within 24 months from the effective date of the power purchase agreement (PPA), with an additional six-month window for delays. The PPA tenure is 25 years.
Project delays and non-compliance with other requirements will result in PBG encashment and potential capacity reduction for delays exceeding six months.
The modules used must meet the domestic content requirement and adhere to the Approved List of Models and Manufacturers.
Bidders can choose their preferred storage technology and project locations across India, provided they ensure the availability of ISTS connectivity.
Bidders must have a net worth of ₹16 million (~$186,240)/MW of the quoted capacity, either as of the financial year 2025 or at least seven days before the bid submission deadline.
Bidders must also have a minimum annual turnover of ₹9.15 million (~$106,494)/MW.
