SECI Announces List of Successful Bidders for its 97.5 MW Rooftop Solar Tender

The Solar Energy Corporation of India (SECI) has announced the list of successful bidders selected for its 97.5 MW rooftop solar tender.
SECI had reissued the tender for 97.5 MW of grid-connected rooftop solar systems for government buildings in various states and union territories in August 2019.
The total capacity of 97.5 MW has been divided into three categories. The first category is for 10 MW under the CAPEX Model (Part-A), the second is for 85 MW for RESCO Model (Part-B), and the third is for 2.5 MW under the CAPEX Model (Part-C).
Earlier, SECI had asked the bidders to conduct due diligence of the zone-wise lowest project cost/fixed tariff discovered in the bidding and give their consent for matching the lowest bid (L1). The bidders had to send the consent for matching with the L1 price by January 8, 2020.
The incentives for the different zones were also announced in the RfS document provided the installations are on central, state, or local government office buildings and government institutions such as Public Sector Undertakings (PSUs), all buildings of societies, companies, corporations, educational and health institutions.
Zone 1
The companies that have been selected under the CAPEX A model in Zone 1 are Sunalpha Solar Raj Private Limited, DD Projects Services Private Limited, and Rooftop Urja Private Limited, among others. The lowest price discovered during the bidding for the CAPEX A model was ₹29,490 (~$416)/kWp.
Under the RESCO model for Zone 1, some of the companies that have been selected are Sanklap Real Mart Private Limited, Varp Power Private Limited, Sri Savitr Solar Private Limited, and Hero Rooftop Energy Private Limited. The lowest price discovered during the bidding under the RESCO model was ₹3.250 (~0.045)/kWh.
Under the CAPEX C model, the companies that have been selected are Prakritik Power Private Limited, Pink City Energy Private Limited, and Photon Tech 1 System, among others. The lowest price discovered under this category was ₹37,989 (~$536)/kWp.
Zone 2
For Zone 2, some of the companies that have been selected under the CAPEX A model are Sunalpha Energy Private Limited, Refex Energy Limited, and Sunanda Solar Private Limited. The lowest price discovered during bidding was ₹29,490 (~$416)/kWp.
Some of the companies selected under the RESCO model for Zone 2 are Sri Savitr Solar Private Limited, Varp Power Private Limited, Maheshwari Mining and Energy Private Limited, and Sunsource Energy Private Limited. The lowest price discovered during the bidding was ₹3.3 (~$0.046)/kWh.
Under the CAPEX C model, the companies that have been selected include Relitech Enercon Opc and Solanki Energy. The lowest price discovered during the bidding was ₹38,000 (~$536)/kWp.
Zone 3
For Zone 3, some of the companies that have been selected under the CAPEX A model are Genli Engineering and Services Private Limited, Allen Energy Private Limited, and Acesolarr Renewable Energy Llp. The lowest price discovered during the bidding was ₹26,000 (~$367)/kWp.
Under the RESCO B model, a few of the companies that have been selected are Oakridge Energy Private Limited, Sukhbir Energy Private Limited, and Maheswari Energy Private Limited. The lowest price discovered during the bidding was ₹3.3 (~$0.046)/kWh.
Under the CAPEX C model, the companies that have been selected are Dwived Urja Private Limited, Weltech Designers Private Limited, and Aton Solar International Private Limited. The lowest price discovered during competitive bidding is ₹30,990 (~$437)/kWp.
Zone 4
For Zone 4, the companies that have been selected under the CAPEX A model are Sri Savitr Solar Private Limited and Systemic Electric Private Limited. The lowest price discovered during bidding was ₹21,200 (~$299.3)/kWp.
Under the RESCO B model, the companies that have been selected are Acclaim Outsourcing Private Limited, Sukhbir Agro Energy Limited, and Maheswari Mining and Energy Private Limited. The lowest price discovered during competitive bidding was ₹1.889 (~$0.026) /kWh.
Under the CAPEX C model, the companies that have been selected are Solizer Energy Tech Private Limited and Himtech Consultants Private Limited. The lowest price discovered during the bidding was ₹19,840 (~$280.1)/kWp.
This tender has seen multiple deadline extensions amid inadequate bidder participation. The request for selection was first issued in February last year with a bid submission deadline of March 27, 2019. Another reason for reissuing the tender was that the updates were delayed due to the change of portal from TCIL (Telecommunications Consultants India) to the Bharat tender portal.
Data from the latest report by Mercom India Research – India Solar Market Leaderboard 1H 2019 – reveals that the top 10 rooftop solar developers in India accounted for 41.3% of total installations in the period while all others made up for 58.7%.
In a recently concluded auction, Kerala State Electricity Board Limited (KSEBL) awarded 46.5 MW of rooftop solar capacity to Tata Power, Waaree Group, and Inkel, a senior KSEBL official confirmed to Mercom.
