SECI Invites Bids for 2.7 MW Floating Solar Projects in Lakshadweep

Solar Energy Corporation of India (SECI) has invited bids to set up cumulative 2.7 MW grid-connected floating solar projects with a battery energy storage system (BESS) in Lakshadweep.

The projects will be in the Agatti (950 kW) and Kavaratti (1.75 MW) islands. Both projects will have a minimum BESS capacity of 2.5 MW/16 MWh.

Bids must be submitted by April 30, 2025. Bids will be opened on May 5.

Bidders must furnish an earnest money deposit of ₹13.3 million (~$1,52,862) for the Agatti project and ₹14.1 million (~$161,958) for the Kavaratti project. They must also submit a tender fee of ₹6,000 (~$68.96).

The committed annual energy from the Agatti project is 6.85 million units (MU), and the Kavaratti project is 8.37 MU.

Selected bidders must design, engineer, install, supply, erect, test, and commission the projects. They must procure and provide all equipment and materials, conduct multi-level inspections, packing and forwarding, unloading and storage at the site, associated civil works, and other services.

They must also obtain permits, licenses, insurance, and no-objection certificates.

Successful bidders must provide operations and maintenance for the entire power purchase agreement tenure from the date of the project’s commissioning. They must also obtain grid connectivity.

They must use commercially established and operational technologies to minimize the technology risk and achieve timely project commissioning.

The projects must be completed within 30 days of the award.

Bidders must have designed, supplied, installed, and commissioned grid-connected solar projects with a minimum cumulative AC capacity of 50% of the quoted project capacity in the last seven years.

They must have designed, supplied, installed, and commissioned at least two grid-connected solar projects with a minimum individual AC capacity of 10% of the quoted project capacity in the last seven years.

Such projects must have been operational for at least six years.

Bidders for the Agatti project must have a minimum net worth of ₹132 million (~$1.5 million). Bidders for the Kavaratti project must have a minimum net worth of ₹140.26 million (~$1.6 million).

Recently, SECI invited bids to set up 500 MW of interstate transmission system (ISTS)-connected solar power projects (Tranche XIX). Bids must be submitted by March 17, 2025.
