SECI Invites Bids for 1 MW Rooftop Solar Project at Rashtrapati Bhavan

The Solar Energy Corporation of India (SECI) has invited bids to set up a 1,000 kW grid-connected rooftop solar photovoltaic (RTSPV) project at Rashtrapati Bhavan, New Delhi, under Tranche III of RTSPV projects.
Bids must be submitted by October 16, 2025. Bids will be opened on October 17.
Bidders must furnish an earnest money deposit (EMD) of ₹900,000 (~$10,764.49) and a bid processing fee of ₹6,000 (~$71.76), including GST.
Successful bidders must submit a performance bank guarantee of ₹3,375 (~$40.36)/kWh, amounting to approximately ₹3.37 million (~$40,309.59) for the entire 1,000 kW project.
They must also pay service charges of ₹1,350 (~$16.14)/kWh, translating to ₹1.35 million (~$16,147.93) for the full capacity, with half payable within 30 days of the letter of award (LoA) and the remainder before signing the power purchase agreement (PPA).
Late payment will attract 18% annual interest plus GST, and failure to comply within 60 days will lead to cancellation of the LoA and encashment of the EMD.
The scope of work includes the design, erection, testing, and commissioning of the solar project. It also involves providing operation and maintenance services for 25 years. These services would include preventive and breakdown maintenance, cleaning, replacement of defective parts, insurance, online monitoring, and joint meter readings.
Selected bidders must obtain the approval of the distribution companies for the project.
The projects must be commissioned within nine months of the PPA date.
Successful bidders are allowed a maximum delay of six months, subject to penalties. Beyond this period, the uncommissioned capacity will be cancelled, and the performance bank guarantee will be encashed.
Any shortfall in energy generation exceeding the permissible capacity utilization factor band will incur penalties of 50% of the PPA tariff for the shortfall. Selected bidders failing to commission capacity within 15 months risk termination of unexecuted capacity and debarment.
Modules for the project must comply with the Approved List of Models and Manufacturers.
Bidders must have a net worth of at least ₹9 million (~$107,652.94) as on March 31, 2025, or within seven days before the bid submission deadline.
Bidders must demonstrate working capital of at least ₹11.2 million (~$133,902.39), which a sanctioned credit line from a recognized financial institution can supplement.
Recently, SECI issued a request for selection to set up 3,540 kW grid-connected rooftop solar projects in educational institutions in three states in the country’s northeastern region under the renewable energy services company mode (RTSPV-Tranche-II).
