SECI Invites Bids for 1.2 GW ISTS-Connected Wind Projects

The Solar Energy Corporation of India (SECI) has invited bids to set up 1,200 MW of interstate transmission system (ISTS)-connected wind power projects across India (Tranche XX).
Bids must be submitted by May 29, 2026. Bids will be opened on June 3.
Bidders must furnish an earnest money deposit of ₹1.37 million (~$14,732)/MW/project, a document fee of ₹50,000 (~$538), and a processing fee of ₹20,000 (~$215)/MW.
Successful bidders must submit a performance bank guarantee of ₹3.42 million (~$36,778)/MW/project.
They must also remit a success charge of ₹100,000 (~$1,075)/MW. This charge must be paid in two installments, 50% within 30 days of receiving the letter of award and the remaining 50% before signing the power purchase agreement.
The minimum bid capacity allowed is 50 MW. The maximum capacity that can be awarded to a single bidder is capped at 600 MW.
Selected bidders must sign a 25-year power purchase agreement with SECI.
The scope of work includes setting up the wind project and establishing the transmission network up to the interconnection or delivery point. It also involves land identification, securing ownership, and obtaining all approvals and clearances from relevant state and local authorities.
Selected bidders must conduct site selection at their own discretion and cost. Each project must be connected to the ISTS grid at a minimum voltage level of 220 kV.
The scope of work also includes project operations and maintenance for the PPA period.
Bidders must have a minimum net worth of ₹13.68 million (~$147,112)/MW of the quoted contracted capacity.
They must also possess a minimum annual turnover of ₹7.08 million (~$76,148)/MW of the quoted capacity during the financial year 2025.
Alternatively, bidders must obtain an in-principle approval for a line of credit of at least ₹1.41 million (~$15,163)/MW to meet liquidity and working capital requirements.
They should have an internal resource generation capability, in the form of profit before depreciation, interest, and taxes, excluding other and exceptional income, of at least ₹1.41 million (~$15,163)/MW of the quoted contracted capacity, as of the last date of the previous financial year.
Bidders can also offer a rebate of ₹0.02 (~$0.00022)/kWh to SECI in their monthly bills in exchange for the benefits of the payment security mechanism under the PPA.
Last October, SECI invited bids to set up 600 MW of ISTS-connected wind power projects across India (Tranche XIX).
In March last year, SECI invited bids to set up 400 MW of ISTS-connected wind power projects across India (Tranche XVIII).
