SECI Invites Bids for 500 MW ISTS-Connected Wind Power Projects

Solar Energy Corporation of India (SECI) has invited bids to select wind power developers to set up 500 MW ISTS-connected projects anywhere in India Tranche-XVII.

The last date for the submission of bids is July 8, 2024. Bids will be opened on July 11.

The scope of work requires the wind power developer to establish ISTS-connected wind power projects, including the necessary transmission network up to the interconnection/delivery point, to supply wind power to SECI.

The wind power developer will identify land, install and own the project, obtain connectivity and necessary approvals, and interconnect with the ISTS network, STU, or InSTS network.

The developer may install the project in the same state as the purchasing entity for STU interconnection. The selected projects under this program will utilize wind power technology, but the selection process will be technology-neutral.

A bidder, including its parent, affiliate, ultimate parent, or any group company, must submit a single bid offering a minimum of 50 MW and a maximum of 250 MW.

Bidders have to submit a bid processing fee of ₹500,000 (~$5,996) + applicable taxes for each project from 50 MW up to 99.99 MW and ₹1.5 million (~$17,988) + applicable taxes for each project from 10 MW and above.

They must submit ₹1.29 million (~$15,558.51)/MW per project as an earnest money deposit.

The projects will be situated at locations the bidders select at their discretion, cost, risk, and responsibility.

Only commercially established and operational technologies must be deployed to minimize technology risk and ensure the timely start of power supply from the projects.

Bidders must have a net worth of at least ₹12.9 million (~$155,647)/MW of the quoted capacity as of the last date of the previous financial year, FY 2023-24, or as of a date at least seven days before the bid submission deadline.

Bidders must have a minimum annual turnover of ₹6.9 million (~$83,253)/MW of the quoted capacity during the previous financial year, 2023-24.

Only type-certified wind turbine models listed in the Revised List of Models and Manufacturers will be permitted for deployment under this tender.

SECI recently invited bids for the design, engineering, supply, construction, erection, testing, commissioning, and operation and maintenance of a 25 MW solar power project with a 20 MW/50 MWh battery energy storage system in Leh, Ladakh.
