SCCL Issues Consultancy Tenders for 137 MW Solar Projects in Telangana

The Singareni Collieries Company (SCCL) has floated two project management consultancy (PMC) service tenders for solar with a combined capacity of 137 MW in Telangana.

The scope of work includes the design engineering review of the engineering, procurement, and construction (EPC) contractor, site management, inspection and testing, module inspection services, and plant performance testing.

Tender 1

The tender for PMC services for 107 MW ground-mounted solar projects are the following SCCL locations:

  • A 5 MW project at Singareni Thermal Power Project
  • A 37 MW project at Ramagundam-3 (20 MW OB Dump and 17 MW Ground)
  • A 5 MW project at Sathupalli in the Kothagudem area

Bids must be submitted by April 30, 2025. Bids will be opened on the same day.

Bidders must furnish an earnest money deposit of ₹200,000 (~$2,418) and a tender fee of ₹7,080 (~$85).

Bidders must have experience in PMC or owner engineering services for at least one ground-mounted solar project with a capacity of 50 MW in a single contract. They must also have consulted on such projects with cumulative capacity of 1,000 MW over the last five financial years.

Bidders must have a minimum annual average turnover of ₹50 million (~$604,700) in the last three financial years, specifically for consultancy services. They must also have a positive net worth as of March 31, 2024.

Tender 2

The tender for PMC services for 30 MW solar projects are at the following SCCL locations:

  • A 15 MW project at Yellandu
  • A 10 MW project at Bhupalpalli
  • A 5 MW project in the Ramagundam-1 area

Bids must be submitted by April 29, 2025. Bids will be opened on the same day.

Bidders must furnish an earnest money deposit of ₹50,000 (~$605) and a tender fee of ₹1,950 (~$23).

Bidders must have experience in PMC or owner engineering services for at least one ground-mounted solar project with a minimum capacity of 15 MW as a single contract. They must also have consulted on such projects with a minimum cumulative capacity of 300 MW in the past five financial years.

Bidders must have a minimum annual average turnover of ₹10 million (~$120,900) over the last three financial years solely from consultancy services and a positive net worth as of March 31, 2024.

Bidders cannot be consortiums, associations, and subcontracting entities. The required personnel on a bidder’s payroll must include a team leader, safety expert, facility performance test witness expert, inspection engineer for factory acceptance testing, and an inspection engineer for solar modules at the factory.

SCCL floated development tenders for these two solar projects in March this year.
