Romania Awards 2.7 GW Solar and Wind Projects in Second Renewables Auction

Solar projects of 1,488 MW capacity and 1,263 MW of onshore wind projects were awarded

Romania’s Ministry of Energy has awarded 2,751 MW of solar and wind projects under the latest Contracts for Difference (CfD) auction.

Following the analysis of financial offers, 49 applicants were declared winners. Twenty-six bidders were awarded solar projects with a total capacity of 1,488 MW at a tariff of €40.35 (~$47.21)/MWh. In comparison, 23 bidders were awarded onshore wind projects, with a total capacity of 1,263 MW for a tariff of €73.89 (~$86.45)/MWh.

Of the total 91 offers submitted for both technologies, 83 were declared eligible for the financial evaluation stage. The bids received were 1,263 MW for onshore wind and 3,160 MW for solar.

The tender was issued in May this year.

“In this auction round, we attracted investments for 2,751 MW of clean and cheap energy, 37% more than the target of 2,000 MW assumed through the National Recovery and Resilience Plan, and at prices up to 50% lower than the maximum allowed,” said Bogdan Ivan, Minister of Energy.

The evaluation procedure for this round took place between July 11 and August 12, 2025.

CfD is a support mechanism through which electricity producers are guaranteed a stable price (strike price) for the energy produced. This mechanism helps stimulate investments in new renewable capacity and ensure long-term market stability.

Each winning bidder will sign the power purchase agreement with the Electricity and Natural Gas Market Operator “Opcom” SA, at the strike price proposed in the offer.

The Ministry of Energy, together with the CfD program operator, CNTEE Transelectrica SA, oversees the state aid program in the form of CfD, intended to support electricity production from onshore wind energy and solar energy.

In February this year, Romania awarded a 15-year CfD to Norway-based renewable energy solutions provider Scatec for a 190 MW project as part of the country’s 5 GW CfD program, with additional tenders expected in 2025.
