Rajasthan Electronics Issues Tender for Solar Module Mounting Structures

Rajasthan Electronics and Instruments Limited (REIL), a joint venture between the Government of India and the Government of Rajasthan, has issued a tender for solar photovoltaic (SPV) module mounting structures (MMS) for water pumping systems.

The last day to submit the bids is December 2, 2021.

The successful bidder should supply 300 units of mounting structures for the water pumping systems using ten 320 Watt (W) solar modules and 300 units for water pumps with six 320 W modules.

The company should supply 100 units of each item within two weeks of awarding the contract. The balance must be supplied after the release of delivery clearance of the rate contract.

If the delivery of the items is not made by the specified date, the successful bidder will have to pay liquidated damages at 1% of the value of the items per week. The damages are subject to a maximum of 10% of the price of each unit delivered.

The successful bidder will have to furnish a certificate from a recognized structural engineering institute or chartered engineer attesting a load of module and resistance to winds of up to150 Km/hr before the supply of material.

Medium and small enterprises (MSE) bidders must declare their Udhyam Registration or Udhyog Aadhar number on the Central Public Procurement portal. Failing to submit these documents will disqualify the bidder from availing of benefits offered under the procurement policy for MSEs.

A charted accountant certificate is also mandatory to confirm MSE status as per recent government guidelines of turnover, investment in plant and machinery, and manufacturer of tendered items.

REIL has earmarked 20% of the tendered quantity for MSE suppliers. Of the 20%, 4% will be set aside for procurement from MSE owned by scheduled castes or scheduled tribe entrepreneurs. MSE vendor quoting within the price band of lowest (L1)+15% will be allowed to supply the portion of the requirement subject to acceptance of L1 price by the MSE vendor. In the case of more than one such MSE vendor, the supply will be shared proportionately.

Domestic manufacturers will be given preference if they meet the quality standards and specifications.

Startups should submit valid recognition certification from the Department for Promotion of Industry and Internal Trade on the Central Public Procurement portal.

Earlier, REIL had invited bids to procure 7,000 solar modules with a wattage output of 380 W to 390 W made from 72 monocrystalline or mono passivated emitter and rear cell (PERC) solar cells.
