Rajasthan Electronics and Instruments (REIL) has invited bids rate contracts for grid-connected rooftop solar systems with a cumulative capacity of 2 MW across government buildings in northern India.

The projects will be set up in three zones:

• Zone 1: Rajasthan, Chandigarh, Haryana, Delhi, Punjab, and Uttar Pradesh
• Zone 2: Jammu & Kashmir, Himachal Pradesh, and Uttarakhand
• Zone 3: Ladakh

Bids must be submitted by February 8, 2025. Bids will be opened on February 10.

Bidders must submit a tender fee of ₹1,000 (~$11.57) and an earnest money deposit of ₹500,000 (~$5,791.99) for Zone 1, ₹432,000 (~$5,007.04) for zone 2, and ₹120,000 (~$1,390) for Zone 3.

The rate contracts involve survey, design, components supply (excluding photovoltaic modules) and commissioning the project. It also covers five years of comprehensive operation and maintenance (O&M) services.

They must furnish a performance bank guarantee of 3% of the allocated engineering, procurement, and construction contract amount during the construction period and 3% of the O&M amount.

Successful bidders must provide lightning protection, safety features, and cleaning and maintenance systems for the solar modules.

They must source inverters from Class-I local suppliers and comply with the Approved List of Models and Manufacturers.

The project capacity will range between 10 kW and 1,000 kW per building.

Bidders can participate in one or more zones, with a cumulative estimated project costing ₹25 million (~$290,698) for Zone 1, ₹21.6 million (~$250,311.82) for Zone 2, and ₹6 million (~$69,531) for Zone 3.

Bidders must have completed projects worth at least 40%, two similar projects worth at least 50%, or one similar project worth at least 80% of the estimated cost.

Bidders must have an average annual turnover of at least 30% of the estimated cost over the last three years ending 2024. They must also possess a minimum net worth of 10% of the estimated cost.

Recently, REIL invited bids for rate contracts for rooftop solar power projects of a total capacity of 17.55 MW on government buildings in 22 states/union territories.

In April 2024, REIL invited bids to supply 200,000 Mono PERC solar cells with a power output of 5.50 Wp.
