REIL Issues Rate Contract Tender for 1 MW Rooftop Solar Systems

Rajasthan Electronics and Instruments (REIL) has invited bids for rate contracts to implement 1 MW of grid-connected rooftop solar systems on government buildings in Gujarat, Madhya Pradesh, Dadra and Nagar Haveli, Daman and Diu, Maharashtra, Goa, and Chhattisgarh.

Bids must be submitted by May 17, 2025. Bids will be opened on May 19.

Bidders must furnish an earnest money deposit of ₹500,000 (~$5,934.30) and a tender fee of ₹1,000 (~$11.87).

Selected bidders must provide a performance bank guarantee of 3% of the contract value without operations and maintenance (O&M). They must also submit an O&M performance guarantee of 3% of the O&M value.

The scope of work entails the survey, design, engineering, erection, testing, and commissioning of the project. It also includes providing comprehensive O&M services for five years and supplying project equipment, except solar modules.

Successful bidders must conduct site visits, identify rooftop areas and their solar potential, and obtain the no-objection certificate from a distribution company. They must also perform the projects’ associated civil works.

The solar project capacity per building must range from 10 kW to 1,000 kW.

Successful bidders must complete the project within 90 days of the work order. Delays will attract maximum liquidated damages of 0.5% per week of the contract value corresponding to the uncommissioned capacity.

The projects’ estimated cost is ₹25 million (~$296,715.13).

Bidders must be a company/firm/corporation incorporated in India under the Companies Act, 1956 or 2013.

Alternatively, bidders must be limited liability partnership firms under Section 12 of the Liability Partnership Act, 2008.

Bidders must have designed, installed, supplied for, and commissioned solar projects.

They must have completed one of the following during the last seven years:

  • Three similar works costing at least 40% of the estimated project cost
  • Two similar works costing at least 50% of the estimated project cost
  • One similar work costing at least 80% of the estimated cost

Bidders must have provided O&M services for at least one year for any of these projects.

Bidders must have an average annual turnover of 30% of the project’s cost during the three financial years ending March 31, 2024. They must have a positive net worth as of March 31, 2024.

Recently, REIL invited bids for rate contracts to develop 1.14 MW grid-connected rooftop solar projects on government buildings in Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana, Puducherry, and Lakshadweep.
