RECPDCL Invites Bids for Power Evacuation from Pumped Storage Projects

REC Power Development and Consultancy (RECPDCL), a wholly owned subsidiary of REC Limited, has issued a Request for Proposal (RfP) to select a transmission service provider for a network expansion program in the western region to accommodate pumped hydro storage projects (PSP) near Talegaon in Pune, Maharashtra.

The project will cater to the evacuation of 1.5 GW of power from PSPs near Talegaon through the establishment of 2×1500 MVA, 765/400 kV substation to the south of Kalamb and LILO of Pune-III–Boisar-II 765 kV D/C line at the Kalamb substation.

Tata Power Company has applied for connectivity for Bhivpuri (1,150 MW) PSP at Bhivpuri, Raigad in Maharashtra, for which CTUIL has granted in-principle approval.

Tata Power is also planning Shirawata PSP of 1,980 MW in the same area.

The last date to submit the bids is December 20, 2024. Bids will be opened the same day.

The scope of work includes establishing, operating, and maintaining the project on a build, own, operate, and transfer basis.

The successful bidder must undertake all project activities, including survey, detailed project report formulation, arranging finance, project management, necessary consents, clearances, permits and compensation, design, engineering, equipment, material, construction, erection, testing, and commissioning.

The scope of work also involves the design, construction, and testing of all equipment, facilities, components, and systems in accordance with the Transmission Service Agreement and applicable government rules and guidelines.

Bidders should have developed projects in the infrastructure sector in the last five years with aggregate capital expenditure of not less than ₹6.2 billion (~$73.75 million). The capital expenditure of each project must not be less than ₹1.24 billion (~$14.74 million).

The bidders’ net worth should not be less than ₹2.5 billion (~$29.7 million). The net worth in the last three financial years should not be negative.

RECPDCL recently invited bids to set up an Inter-State Transmission System (ISTS) to evacuate up to 3.5 GW of renewable energy from Lakadia in Gujarat.

It also invited bids to establish an ISTS to augment transformation capacity at Banaskantha (Raghanesda), Gujarat.
