Rays Power, Hetvi Win Assam’s Auction to Set Up 250 MW Solar Projects

Rays Power Infra and Hetvi Construction have won the Assam Power Distribution Company’s (APDCL) engineering, procurement, and construction (EPC) auction to set up 250 MW of solar power projects in Karbi Anglong, Assam.

Rays Power Infra and Hetvi Construction won 125 MW each.

The tender was floated in May, 2024.

The projects are part of the 1 GW solar projects being set up in Karbi Anglong.

The project covers designing, engineering, erecting, testing, and commissioning the solar projects on Lot I and II of the facility on a turnkey basis. It also includes operation and maintenance (O&M) for three years for both lots.

Successful bidders must maintain a DC capacity of 181.25 MW and an AC capacity of 125 MW in each lot. They must also generate at least 267.05 MU² of power and maintain a minimum performance ratio of 81%.

Selected bidders must also maintain 98% of project capacity throughout the its life.

The tender specified that the bidders must purchase solar modules from manufacturers with at least five years of experience in production and have sold/installed at least 1,000 MW solar modules for five years.

Selected bidders must purchase inverters from manufacturers with at least five years of experience in production and who have sold/installed at least 1,000 MVA inverters for five years.

In February 2025, APDCL invited bids to set up rooftop solar projects with a cumulative capacity of 134 MW across government buildings under the PM Surya Ghar: Muft Bijli Yojna. The capacity would be divided into 76 MW in lower Assam, 31 MW in central Assam, and 27 MW in upper Assam.

In April 2025, APDCL issued an expression of interest to install solar projects of a cumulative capacity of 357 MW on agricultural land within a 5 km radius of 33/11 kV substations.
