Rajasthan Floats Tender for 500 MW/2,000 MWh of Standalone BESS

Rajasthan Rajya Vidyut Utpadan Nigam (RVUNL) has issued a request for selection (RfS) to set up 500 MW/2,000 MWh standalone battery energy storage systems (BESS) under the build-own-operate model within the state. The project will receive viability gap funding.
Bids must be submitted by September 23, 2025. Bids will be opened on September 24.
The minimum bid size per bidder is 200 MWh. Bidders can apply for a maximum of 250 MW/1,000 MWh.
Bidders must furnish an earnest money deposit of ₹210,000 (~$2,397.88)/MWh, a tender document fee of ₹500,000 (~$5,709.23) plus 18% GST, and a tender processing fee of ₹2,500 (~$28.55) plus 18% GST.
Selected bidders must submit a performance bank guarantee of ₹INR 520,000 (~$5,937.6)/MWh.
Apart from setting up the BESS, the scope of work entails making the storage system available to RVUNL for charging/discharging on demand. It also involves providing the BESS’ interconnection with the state transmission utility network and the construction of the bay.
Selected bidders must charge and discharge the BESS and ensure a minimum system operational availability of 95% monthly. They must also make the BESS available for one operational cycle daily.
The tender is technology agnostic. However, only commercially established and operational technologies must be used to ensure minimum technology risk and achieve the projects’ timely commissioning.
The successful bidders must guarantee a minimum AC to AC round-trip efficiency of 85% for the system monthly.
The scheduled commissioning date for the project’s full capacity will be 18 months from the battery energy storage purchase agreement’s effective date.
Bidders must have a minimum net worth of ₹2 million (~$22,836.92)/MWh of the quoted capacity as of the end of the preceding financial year.
In July this year, RVUNL invited bids from consultants to design land banks to develop 34 GW of solar parks on government land.
In June, RVUNL issued an RfS to set up 1,000 MW/2,000 MWh BESS at six locations in the state.
