Rajasthan Electronics and Instruments (REIL) has invited rate contract bids to set up a 5 MW grid-connected rooftop solar project on government buildings in the Union Territory of Jammu and Kashmir.

Bids must be submitted by October 7, 2025. Bids will be opened on October 8.

The project’s estimated cost is ₹98 million (~$1.12 million).

Bidders must furnish an earnest money deposit of ₹392,000 (~$4,470.19)/MW.

Successful bidders must submit a performance bank guarantee of 3% of the awarded value.

The scope of work includes survey, design, erection, testing, commissioning, and comprehensive operation and maintenance for a period of five years. It also includes civil works wherever required, supply and installation of bidirectional or smart meters, and the supply of the balance of systems.

Default in project commissioning will attract liquidated damages of 5% of the contract value.

Bidders must have completed similar solar projects in the last seven years. This includes either three completed works that account for at least 40% of the estimated value of the quoted capacity, or two works that account for at least 50%, or one work that accounts for at least 80%.

Bidders must have a minimum average annual turnover of ₹5.9 million (~$67,231.19)/MW during the last three financial years, excluding other income. They must also have a positive net worth as of March 31, 2025.

In June this year, REIL invited bids for rate contracts to set up 1 MW rooftop solar power projects on multiple government buildings in Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana, Lakshadweep, and Puducherry.

In May, REIL invited bids for rate contracts to set up 1.35 MW of grid-connected rooftop solar projects on government buildings in Uttar Pradesh.

In the same month, REIL invited bids for rate contracts to implement 1 MW of grid-connected rooftop solar systems on government buildings in Gujarat, Madhya Pradesh, Dadra and Nagar Haveli, Daman and Diu, Maharashtra, Goa, and Chhattisgarh.
