Rajasthan Electronics Issues Tender for 10 MW Solar Projects

Rajasthan Electronics & Instruments (REIL) has issued a request for proposal to implement 10 MW grid-connected rooftop and ground-mounted solar photovoltaic power projects on state and central government buildings in Rajasthan under the renewable energy service company mode.

The last date to submit the bids is July 22, 2024. Bids will be opened the next day.

Bidders will be responsible for the design, supply, erection, testing, and commissioning of the projects, as well as their operation and maintenance for 25 years.

The scope of the work covers the site survey of identified rooftops and surplus lands, identification of new rooftops and surplus land, site visits, solar potential assessment, finalization of project capacity for identified locations, execution of power purchase agreements (PPA), interconnections with the grid for net metering, obtaining all statutory approvals, and quality control of the projects.

The PPA will be signed within six months from the letter of award. The work must be completed within nine months from the signing date.

While the non-refundable bid processing fee is ₹5,000 (~$59.89), the estimated cost is ₹1.8 million (~$21,562.58)/MW. Bidders must pay an earnest money deposit (EMD) of ₹.8 million (~$9,584) per MW. The EMD will be valid for 180 days from the bid deadline.

Bidders can quote a minimum capacity of 2 MW.

The project cost for a capacity above 10 kW to 25 kW is ₹40,000 (~$479.15) per kW, and above 25 kW to 1,000 kW is ₹45,000 (~$539) per kW.

The maximum tariff that can be quoted for the projects is ₹6.50(~$.07)/kWh (above 10 kW and up to 25 kW capacity for a single project) and ₹4.05(~$.04)/kWh (for above 25 kW and up to 1,000 kW).

The successful bidder must furnish a performance security of the allocated capacity within 30 days from the letter of award.

Bidders should have designed, supplied, installed, and commissioned at least one grid-connected solar project with a minimum capacity of 250 kW and a cumulative capacity of power projects of not less than 50% of the quoted capacity commissioned in the last seven years.

The bidders’ minimum average annual turnover in the last three financial years should be ₹10.8 million (~$129,360) per MW on a standalone basis. Their net worth should be equal to or greater than the value calculated at a rate of ₹1 million (~$11,977) per MW of capacity offered by the bidder.

In April, REIL invited bids for the supply of 200,000 Mono PERC solar cells with 5.50Wp power output.
