Rajasthan Electronics Invites Bids for 50 MW Solar Projects Across India

Rajasthan Electronics and Instruments (REIL), a joint venture between the Union government and the Rajasthan government, has invited bids to commission 50 MW grid-connected rooftop and small ground mounted solar power projects for government buildings across 26 states and union territories in the country.

The projects will be implemented under the renewable energy service company (RESCO) model.

The projects must be commissioned within 24 months of receiving the work order. Developers must provide 25 years of operation and maintenance services.

The last day to submit the bids is February 4, 2023. The bids will be opened on February 6.

The size of each project must be above 20 kW. The largest capacities will be commissioned in Rajasthan (18.08 MW) followed by Delhi (4.34 MW) and Maharashtra (2.97 MW).

The benchmark cost for projects of 20 kW and up to 100 kW is ₹48,000 (~$587)/kW in general category states and ₹53,000 (~$649)/kW in special category states. The cost for projects above 100 kW is ₹45,000 (~$551)/kW and ₹50,000 (~$612)/kW.

The levelized ceiling tariff for general category states is ₹5.15 (~$0.063)/ kWh and ₹6.25 (~$0.077)/kWh for special category states.

Bidders should submit a bid processing fee of ₹25,000 (~$306) and an earnest money deposit of ₹1.12 million (~$13,721 )/ MW of quoted capacity.

Selected bidders must submit a performance bank guarantee (PBG) of ₹1.35 million (~$16,539)/ MW of allocated capacity in general category states and ₹1.5 million (~$18,377)/MW in special category states.

Half of the PBG should be submitted within 30 days from the date of the allocation letter, and the rest within 30 days of signing the power purchase agreement. Any delay in submission of PBG will attract interest at 1.25% per month on the total amount.

Bidders must have a minimum average annual turnover of ₹20 million (~$245,032)/MW in the last three financial years. Their net worth must be at least equal to the value determined by multiplying the capacity offered in its bid at a rate of ₹15 million (~$183,774)/MW.

Last August, REIL invited bids to set up a 100 MW automatic solar module manufacturing line on a turnkey basis.
