Rajasthan Invites Bids for 207 MW Solar Projects Under PM KUSUM

The Jaipur Vidyut Vitran Nigam (JVVNL) has invited bids to develop 207.02 MW of grid-connected solar power projects under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM-KUSUM) program for agricultural feeder solarization.
The estimated project cost is ₹35 million (~$416,277)/MW.
The last day to submit the bids is December 2, 2024. Bids will be opened on December 4.
The projects must be commissioned within nine months from the signing of the power purchase agreement (PPA).
The developer must provide a remote monitoring system and operate and maintain the projects for 25 years.
Bidders must furnish an earnest money deposit of ₹100,000 (~$1,189)/MW of the quoted capacity.
The successful bidders must submit a performance bank guarantee (PBG) of ₹500,000 (~$5,946)/MW of the quoted capacity.
A 25-year PPA, at the levelized tariff approved by the Rajasthan Electricity Regulatory Commission, will be executed between the selected bidder and Rajasthan Urja Vikas Nigam within seven days of submission of the PBG.
The successful bidder will be eligible for central finance assistance at 30% of the estimated installation cost, which is ₹10.5 million (~$124,883)/MW.
The bidder can be a sole bidder or a joint venture of two members. A bidder can submit a bid for one or more than one solar projects listed in the bid document.
For landowners, farmers, or any individual with/without required land for the project, an undertaking certifying ownership of movable and immovable assets worth at least 20% of the total cost of the quoted capacity by the bidder must be submitted.
Individuals or firms should have a minimum annual average turnover of at least 30% of the total cost of quoted capacity in the last three financial years.
The project should use only modules included in the latest Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy.
The developer must ensure a minimum capacity utilization factor of 19%.
Earlier, JVVNL had floated a tender for developing 113.2 MW grid-connected solar projects through the RESCO model under Component C of the PM-KUSUM program.
