The Kota Division of West Central Railway has invited bids to empanel agencies for the installation of 3.69 MW of grid-connected rooftop solar projects on a design, build, finance, operate, and transfer basis.

The successful bidder must also oversee the project’s operation and maintenance (O&M) for 25 years.

The last date to submit the bids is August 10, 2023. Bids will be opened on the same day.

Bidders must submit ₹1.068 million (~$13,015)/MW of the quoted capacity as an earnest money deposit.

The successful bidder must furnish ₹1.602 million (~$19,522)/MW of the allotted capacity as a performance bank guarantee within 30 days of signing the power purchase agreement (PPA).

The projects will be developed under three categories based on capacities:

The duration of empanelment will be one year from the letter of award.

West Central Railway will enter into a PPA for the implementation of rooftop solar projects at the tariff discovered for a specific range of capacity with the empanelled agency of the state.

The project must be completed within 240 days from the effective date of signing the PPA.

Bidders must have experience installing a minimum aggregate capacity of 200 kW of grid-connected rooftop solar systems as a developer or an engineering, procurement, and construction (EPC) contractor before the bid submission deadline.

Alternatively, they should have experience installing and commissioning a minimum aggregate capacity of 1,000 kW of grid-connected solar projects as a developer or EPC contractor in residential, industrial, commercial, or any other sector before the bid submission date.

Also, the average annual turnover of bidders during the last three financial years should be at least ₹15 million (~$182,793)/year.

Bidders should have a positive net worth in the last three financial years.

The solar modules to be used for the project should be from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

Recently, Central Railways invited bids for state-wise empanelment of agencies to implement grid-connected rooftop solar power projects of 4.105 MW capacity at various locations in Mumbai, Bhusawal, Nagpur, and Pune Divisions through public-private partnership and on a design, build, finance, operate, and transfer basis.

Earlier, West Central Railway had invited bids for state-wise empanelment of agencies to implement rooftop solar projects of 12.5 MW at various locations in Jabalpur, Bhopal, and Kota zones.
