Punjab Energy Development Agency (PEDA) has invited bids to commission 7 MW of grid-connected rooftop and ground-mounted solar projects for government buildings in Punjab, including Chandigarh.

The developer must also provide comprehensive operational and maintenance services for five years.

The last day to submit the bids is May 31, 2023. The bids will be opened on June 02, 2023.

Bidders must submit an earnest money deposit of ₹1 million (~$12,187).

The successful bidder must remit a performance security of ₹1 million (~$12,187) within 21 days of receiving the award letter.

The successful bidder must also provide a performance bank guarantee equivalent to 10% of the total contract value within 21 days from the issuance of the work order.

The projects have been divided into three categories and have scheduled coming dates calculated from the date of work order issuance:

• More than 10 kW to 100 kW (to be commissioned in 105 days)

Bidder must have commissioned solar projects of a cumulative capacity of 1.5 MW during the last five years. These projects must have been carried out for government agencies, state nodal agencies, or public and private sectors.

They should be in successful operation for a minimum of three months.

Bidders should have an average annual turnover of ₹70 million (~$853,153) in the last three years. The net worth for the previous financial year should be positive.

The developer must meet a minimum annual capacity utilization factor (CUF) of 15% for five years. If there is any shortfall in CUF, the developer must pay the cost of the less generated power at prescribed tariff rates to the concerned beneficiary.

The tender mandates the use of solar modules listed in the Ministry of New and Renewable Energy’s (MNRE) Approved List of Models and Manufacturers list, with a minimum capacity of 250 Wp.

In March, PEDA invited bids to commission 8.7 MW of solar projects at 970 rural piped water supply systems in the state.

Earlier, PEDA invited bids to install and commission 10 MW of grid-connected rooftop solar systems with the net metering facility on government buildings across the state under the renewable energy service company model.
