Philippines Awards 10 GW of Renewable Energy Capacity in GEA-4 Auction
Over 4 GW of ground-mounted solar projects were awarded in the auction

The Philippines’ Department of Energy (DOE) has awarded 10,195.49 MW of renewable energy capacity to 123 bidders in the fourth round of its Green Energy Auction Program (GEA-4).
DOE released the Terms of Reference for GEA-4 in March this year.
The winning bidders will utilize a diverse mix of technologies, including ground-mounted, rooftop, and floating solar systems, as well as integrated renewable energy with energy storage, and onshore wind systems.
The department stated that the awarded capacity represents 96% of the target capacity for this auction round. The projects are expected to be delivered between 2026 and 2029.
The awarded capacity comprises:
- Over 4,179.09 MW awarded to ground-mounted solar projects, with significant contributions from the grids in the Luzon, Visayas, and Mindanao regions
- Capacity of 2,284 MW awarded to floating solar projects, including large-scale projects in Laguna, Pampanga, and Negros
- Capacity of 2,518.29 MW awarded to onshore wind projects, with considerable developments planned in Quezon, Sorsogon, and Visayas
- Capacity of 1,189.29 MW awarded to integrated renewable energy systems with energy storage projects
- Capacity of 24.82 MW awarded to rooftop solar systems
Successful bidders will receive long-term supply contracts of 20 years, starting from the commercial operation date of their respective projects. They must submit key compliance documents, including performance bonds, affidavits of undertaking, system impact studies, and proof of financial obligations by December 6, 2025.
The Philippines plans to add 2,372 MW of renewable energy capacity in 2026, including 1,040 MW in Luzon, 252 MW in Visayas, and 120 MW in Mindanao. This will include 50 MW of solar capacity paired with energy storage.
By 2027, the capacity target will be 2,362 MW, with Luzon accounting for 1,976 MW, Visayas 350 MW, and Mindanao 36 MW, along with an increase in solar plus storage capacity to 50-100 MW.
The 2028 target is 2,766 MW, comprising 2,025 MW in Luzon, 705 MW in Visayas, and 36 MW in Mindanao, with solar plus storage capacity reaching 100-150 MW. Capacity additions will continue in 2029, with further developments in solar and wind energy projects across all regions.
In 2023, the Philippines awarded 3.43 GW of renewable energy projects in the green energy auction. In the same year, it had awarded contracts for a 610 MW floating solar project.
