PFC Consulting Tenders ISTS to Evacuate 3 GW of Renewables in Andhra Pradesh

PFC Consulting has invited bids to establish an interstate transmission system (ISTS) to integrate 3 GW of renewable energy from the Ananthapuram-III PS REZ-Phase-I.
The project will be located near the Urvakonda, Beluguppa, and Kalyandurg areas in Anantapur district, Andhra Pradesh, and will connect to Krishnagiri in Tamil Nadu. It will operate at 765 kV, 400 kV, and 220 kV.
Bids must be submitted by May 4, 2026. Bids will be opened on the same day.
Bidders must furnish an earnest money deposit of ₹319 million (~$3.49 million) and a tender fee of 500,000 (~$5,466) plus 18% GST. The successful bidder must submit a performance guarantee of ₹797.5 million (~$8.72 million).
The selected transmission service provider will establish, operate, and maintain the transmission system on a build, own, operate, and transfer basis, with an operation and maintenance period of 35 years from the commercial operation date. The scheduled commercial operation period is 36 months.
The scope of work includes the establishment of 3×1500 MVA, 765/400 kV and 7×500 MVA, 400/220 kV substations at Ananthapuram-III Pooling Station, along with associated interconnecting transformers, bays, bus reactors, and future space provisions.
It also includes the installation of a ±300 MVAR STATCOM at the pooling station and the construction of the Ananthapuram-III–Krishnagiri 765 kV D/C transmission line with 240 MVAr switchable line reactors, convertible at the Ananthapuram-III end. Bidders must have infrastructure project development or construction experience of at least ₹15.95 billion (~$174.4 million) over the past five years, with each project valued at least ₹3.19 billion (~$34.8 million).
They must have a minimum net worth of ₹6.38 billion (~$69.7 million) in any of the last three financial years.
Consortium participation is permitted, subject to a minimum 26% equity for the lead member and a minimum 51% equity holding by the selected bidder, for up to one year after commercial operation.
Recently, PFC Consulting invited bids to set up a 3×500 MVA, 400/220 kV substation, along with associated transmission lines, in Humnabad, Bidar district, Karnataka.
In January this year, PFC Consulting invited bids to select transmission service providers to establish an ISTS for the integration of the Krishnagiri Renewable Energy Zone Phase-I in Andhra Pradesh on a build, own, operate, and transfer basis.
