PFC Consulting Tenders Interstate Transmission Project in Maharashtra

PFC Consulting has issued a tender to select a transmission service provider to develop an interstate transmission system (ISTS) for a network expansion project.
The project involves developing an ISTS for a network expansion near Satara, Maharashtra, to support up to 4,500 MW of pumped storage capacity.
The last day to submit the bids is July 3, 2026. Bids will be opened on the same day.
Bidders must furnish a document fee of ₹500,000 (~$5,264) plus 18% GST, and a bid bond of ₹404 million (~$4.25 million).
Selected bidders must submit ₹1.01 billion (~$10.63 million) as a contract performance guarantee within ten days from the date of issue of the letter of intent.
The transmission service provider must establish a 765 kV and a 400 kV substation at Satara, with associated transformer capacity, bus reactors, and multiple line bays to connect generation and load centers.
The work includes a loop-in-loop-out of the Pune III to Pune East 765 kV double circuit line at Satara to integrate the new substation into the existing grid.
The project requires the creation of bus sections, the installation of interconnecting transformers, and the phased augmentation of transformation capacity to support up to 4,500 MW.
The provider must also upgrade the Narendra New-to-Kolhapur 765 kV line from 400 kV operation to full 765 kV operation, including associated bay works and system adjustments.
Substation automation systems, communication infrastructure, protection systems, and real-time data connectivity to load dispatch centers must be implemented, including redundancy and integration with existing systems.
The scope includes supply, installation, and commissioning of phasor measurement units and communication systems, along with integration into regional monitoring platforms. Top of Form

Bidder must have infrastructure development experience over the last five years, with total capital expenditure of at least ₹20.2 billion (~$212.68 million), and each project must have a capital expenditure of at least ₹4.04 billion (~$42.53 million). Projects must be completed or commissioned at least seven days before the bid deadline. They must have executed them or held at least 26% equity from financial closure to commissioning.

Only actual payments received within that period count, and projects must be completed or commissioned at least seven days before the bid deadline. Construction experience excludes land cost and standalone equipment supply unless part of a full EPC or turnkey contract. If multiple contracts exist for the same project, their payments can be combined.
Bidders must have a minimum net worth of ₹8.08 billion (~$85.06 million) based on audited standalone financials from any of the last three financial years. Net worth must be positive in all three years.
Last November, PFC Consulting invited bids to establish an intrastate transmission system involving a 765/400/220 kV air-insulated substation at Dolvi in the Raigad District of Maharashtra.
In September last year, PFC Consulting invited bids for the establishment of an interstate transmission system to facilitate the drawal of renewable energy at the South Kalamb Substation in Maharashtra.
