PEDA Floats Tender for 30 MW Solar Projects in Punjab and Chandigarh

The Punjab Energy Development Agency (PEDA) has invited bids for the engineering, procurement, and construction of 30 MW grid-interactive solar projects at government buildings in Punjab and Chandigarh. The projects encompass rooftop and ground-mounted installations.
Bids must be submitted by July 1, 2025. Bids will be opened on July 2.
Bidders must furnish an earnest money deposit of ₹8 million (~$93,120) and a tender document fee of ₹5,000 (~$58.20).
Successful bidders must submit a performance bank guarantee (PBG) of ₹8 million (~$93,120), valid for 24 months. They must furnish an extra PBG of 10% of the allocated work order value, valid for 12 months.
The project capacity is categorized into five segments: 1 kW to 3 kW, 3 kW to 10 kW, 10 kW to 100 kW, 100 kW to 500 kW, and 500 kW to 1.5 MW.
The scope of work entails the design, manufacture, supply, erection, testing, and commissioning of the solar projects. It also involves providing operation and maintenance services for 10 years.
The maintenance covers insurance, net metering facilitation, periodic reporting, and achieving an annual capacity utilization factor of 15%. It also includes the replacement of modules, inverters, and other spares, along with conducting the necessary system overhaul.
Only modules from the Approved List of Models and Manufacturers must be used for the projects. They must include authorization letters from original equipment manufacturers.
The projects must be commissioned within 150 days of the work order issuance.
Project delays will attract liquidated damages of 1% per week of the work order value, capped at 10%. A CUF below 15% will result in the defaulter paying the cost of the decrease in generated power at the Punjab State Power Corporation tariff of that building to the beneficiary department. Maintenance delays will incur a penalty of ₹50 (~$0.58)/kW per day.
Bidders must have installed solar projects of 6,000 kW capacity for government agencies, state nodal agencies, or public/private sector entities. These projects must have included at least five systems with a minimum capacity of 100 kW.
Bidders must have an average annual turnover of ₹150 million (~$1.74 million) in any three of the last four financial years and a minimum net worth of ₹100 million (~$1.16 million) in the previous financial year.
Recently, PEDA issued a request for selection for the solarization of 200 irrigation pumps under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Uthan Mahabhiyaan (PM-KUSUM) in various divisions in Punjab.
