ONGC Announces Winner of 250 MW Wind Projects Auction

Oil and Natural Gas Corporation (ONGC) has announced the winner of the auction for 250 MW captive interstate transmission system (ISTS)-connected wind power projects.

Prozeal Green Energy bagged the project with a contract value of more than ₹20 billion (~$209.68 million).

The tender was floated by ONGC in December last year.

The projects can be developed anywhere in India and must be commissioned within 30 months of the award of contract.

Prozeal Green Energy will have to pay liquidated damages equivalent to 0.5 % of the contract price for each week of delay occurred beyond the scheduled completion date of the respective work, subject to a maximum of 5% of the contract price.

Prozeal will have to liaison with all agencies along with the power utilities for interconnection of the wind projects with the central grid or central transmission utility, to commence exporting the power.

The successful bidder get all equipment tested from the power utility well before commissioning of the projects to avoid delays in commissioning of wind turbine generators and export of power.

All expenses towards mobilization at site and demobilization, including bringing in equipment, workforce, materials, dismantling the equipment, and clearing the sites after completion of work, will be the responsibility of the successful bidder.

Immediately after commissioning wind turbine generators, Prozeal should start undertaking stabilization activities for the wind turbine generators and related balance of plant. All stabilization activities shall be completed within 60 days from the date of commissioning of the projects.

Prozeal must maintain all the wind turbine generators to ensure minimum machine availability for the wind project at not less than 70% during stabilization period of 60 days.

The successful bidder should also ensure that neither any planned maintenance is scheduled, nor any unplanned maintenance gets necessitated during the peak wind season at that site.

The wind turbine generators to be used for the project should be included in the latest Approved list of Models and Manufacturers (Wind) Issued by the Ministry of New and Renewable Energy.

India added nearly 1.6 GW of wind power capacity in the first quarter of 2026, up 14% quarter-over-quarter from 1.3 GW. The capacity additions fell 16% year-over-year from 1.8 GW, according to Mercom India Research.

Earlier in 2024, ONGC had floated a tender to set up captive ISTS-connected, co-located wind-solar hybrid power projects with a capacity of 1,000 MW (500 MW solar + 500 MW wind) anywhere in India, with O&M for ten years.
