Odisha Issues EoI for Rooftop Solar Feasibility Survey

Odisha Renewable Energy Development Agency (OREDA) has invited expressions of interest (EoI) to conduct detailed surveys and prepare feasibility reports for grid-connected rooftop solar power projects.
OREDA plans to install solar projects on 1,502 government buildings across the state, covering areas under four distribution companies (DISCOMs) — TP Central Odisha, TP Western Odisha, TP Northern Odisha, and TP Southern Odisha.
Bids must be submitted by February 10, 2025. Bids will be opened on February 15.
Bidders must submit a bid security of ₹2 million (~$23,095), an application fee of ₹10,000 (~$115.48) plus 18% GST, and a processing fee of ₹1,000 (~$11.55) plus 18% GST.
Selected bidders must conduct site visits, survey the electrical infrastructure to assess rooftop solar system feasibility, and submit a comprehensive feasibility report.
The report must include an introduction, location details, and a technical feasibility assessment. This assessment will cover the building’s age, available space for installation, energy estimation, layout of the solar project, module mounting structure, metering arrangements, and a proposed system design with a single-line diagram.
Successful bidders must furnish a performance bank guarantee of 10% of the contract’s value, valid for 12 months.
The project is expected to be completed within 12 months of issuing the letter of award, with an option for an extension.
Bidders must have completed surveys and prepared feasibility and detailed project report evaluations for grid-connected rooftop solar power plants in the last five years.
They must have worked on 30% of the buildings under the DISCOMs included in the bid. Alternatively, they must have completed a feasibility survey for a 20 MW rooftop solar power project.
Bidders must have a minimum average annual turnover of ₹10 million (~$1.15 million) over the last three financial years from consulting or advisory services in India.
Recently, OREDA issued a request for empanelment for the design, engineering, supply, installation, testing, and commissioning of grid-connected rooftop solar systems of up to 10 MW cumulative capacity.
Earlier, OREDA requested selection to set up 10,000 off-grid solar water pumps ranging from 1 HP to 7.5 HP under Component B of the PM-KUSUM program.
