Odisha Invites Bids for 10,000 Solar Water Pumps Under KUSUM

The Odisha Renewable Energy Development Agency (OREDA) has issued a request for selection to set up 10,000 off-grid solar water pumps of capacities ranging from 1 HP to 7.5 HP under Component-B of the PM-KUSUM program.
The tender specifies that the number of water pumps can be revised by 20% based on feasibility and other conditions.
The scope of work includes designing, manufacturing, supplying, transporting, installing, testing, and commissioning the solar water pumps. The project aims to replace traditional diesel-operated pumps with solar-powered alternatives.
Bids must be submitted by February 2, 2025.
Bidders must pay a non-refundable bid processing fee of ₹12,390 (~$148.68) plus GST, and an earnest money deposit of ₹3 million (~$36,000).
Successful bidders must provide a performance bank guarantee equal to 5% of the allocated contract value for Category A bidders and 1.25% for Category B bidders. The guarantee must remain valid for 60 months from the award date.
Vendors will also be responsible for installation and commissioning the water pumps, which must be completed within 90 days of receiving the notice to proceed. The empanelled vendors will then have two years to complete the installation, with a mandatory five-year operations and maintenance period.
OREDA has also mandated compliance with the Approved List of Models and Manufacturers, ensuring all components are indigenously manufactured.
Delays in execution or maintenance will attract liquidated damages of 0.5% of the unexecuted work per week, capped at 10% of the contract value.
Bidders who are engineering, procurement, and construction contractors must have experience in installing a minimum of 500 solar pumps (1 HP – 7.5 HP) in Odisha over the past five financial years. Alternatively, they should have installed 1,000 solar pumps of similar capacities anywhere in India during the same period.
Bidders must have a minimum average annual turnover of ₹70 million (~$853,685) during any three of the last five financial years.
In June 2024, OREDA invited expressions of interest from consultants for a detailed survey and preparation of feasibility reports for grid-connected rooftop solar projects on government buildings.
