Odisha Renewable Energy Development Agency (OREDA) has invited bids to install 6.462 MW of rooftop solar power projects on government buildings in Odisha under the Renewable Energy Service Company (RESCO) Model with a net metering or virtual net metering facility.

The tender by OREDA is one of the first in the country to offer the virtual net metering option with a rooftop solar project tender.

The last day to submit the bids is December 22, 2023. Bids will be opened on December 28.

The systems should be installed within six months of signing the tripartite agreement. The installers must oversee the projects’ operation and maintenance for 25 years.

Bidders must submit bid security of ₹1 million (~$12,000)/ MW of quoted capacity.

Selected bidders must submit a performance guarantee of ₹2.5 million (~$30,000)/ MW of the awarded capacity.

Bidders must have installed and commissioned grid-connected solar projects of at least 50% of the quoted capacity in the last five years.

They should have a net worth of ₹10 million (~$119,987)/MW of the quoted capacity as of the previous financial year. Alternatively, their minimum average turnover should not be less than ₹10 million (~$119,987)/ MW of quoted capacity for any of the three years of the last five years.

Installers must maintain a minimum capacity utilization factor of 15% and a maximum of 18.7%, provided it is less than 90% of total electricity consumption.

The modules used for the projects should be Mono PERC 300Wp or higher and must be warranted for their output peak watt capacity at not less than 90% at the end of 10 years and 80% at the end of 25 years. The inverters installed must have a warranty for five years.

OREDA has mandated only solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy must be deployed.

OREDA recently issued an empanelment tender to commission 38 ten metric-ton solar cold storage units.

In September, OREDA invited bids for the selection of vendors to commission off-grid solar water pumping systems of 1 HP -7.5 HP capacities.
