NTPC Seeks Consultant to Validate 50 MW Solar Project for Carbon Credits

NTPC Green Energy (NGEL), a wholly-owned subsidiary of NTPC, has invited bids for the appointment of a consultant and the hiring of a designated operational entity (DOE) for the validation and verification of a 50 MW solar project in Rajgarh, Rajasthan, up to December 31, 2020, and renewal of the project for an additional seven years to continue receiving clean development mechanism (CDM) benefits and carbon credits.

The last date for the submission of bids is September 25, 2023. Bids will be opened the next day.

The consultant will select the auditor/verifier/DOE for this project from the list of auditors/verifiers approved by the United Nations Framework Convention on Climate Change (UNFCCC) Board.

The scope of the work involves providing comprehensive assistance in verifying the 50 MW Rajgarh Solar project, ensuring compliance with relevant rules and guidelines.

After verification, a report on certified emission reductions (CERs) must be submitted to the CDM Board. The consultant is responsible for offering technical support during verification, which follows approved project documentation and procedures.

The consultant will assess the site, review pre-verification activities on-site or remotely, and discuss monitoring and verification requirements with project executives based on the Project Design Document (PDD) and Monitoring Plan.

There is no earnest money deposit for this tender.

The selected bidder must provide a performance bank guarantee (PBG), which should amount to 10% of the total contract price for the entire project, within 15 days of receiving the award letter.

Only ‘Class-I local suppliers’ and ‘Class-II local suppliers’ are allowed to take part in this tender.

Timeframe for Verification

Within one month from the date of the letter of award to the consultant, there will be a comprehensive desk review of the registered PDD and monitoring plan. The outcome of this activity will be a Review Report. Secondly, an on-site assessment will be conducted within one month, resulting in an Assessment Report.

Next, a draft Verification Report will be developed within two months. Subsequently, the final Verification Report will be submitted to NGEL within two months after the draft report’s completion.

Finally, within a total timeframe of six months, the Final Verification Report will be submitted along with a request for the issuance of CERs.

Timeframe for Renewal

Within two months of receiving the LOA, the consultant must provide a Pre-assessment Report for any new proposed methodology and review the PDD along with stakeholder comments, resulting in a Review Report.

Stakeholder comments must be finalized within two months, and a review report framed. Following this, an on-site assessment must be conducted within two months, and an assessment report must be submitted. A draft verification report must be submitted within three months.

The final Verification Report must be submitted to NGEL within three months of completing the draft.

The Final Validation Report must be submitted to the UNFCCC CDM board for the Renewal of the Project in accordance within six months.

NTPC Renewable Energy invited bids for interstate transmission system-connected energy storage projects of 9,000 MWh capacity with a minimum of 1,500 MW capacity to be installed anywhere in India.

Earlier, NTPC Renewable Energy had issued an invitation for bids for the design, engineering, manufacturing, supply, installation, and commissioning of a 250 MW/500 MWh grid-connected standalone battery energy storage system near Fatehgarh-III ISTS substation in Rajasthan.
