North East Frontier Railway Floats Tenders for 5 MW Rooftop Solar Systems

The North East Frontier Railway has issued three tenders for a cumulative capacity of 5 MW rooftop solar systems in Guwahati, New Guwahati, and Goshala and Nambari area.

The last date to submit bids is December 6, 2024. Bids will be opened the same day.

All three projects must be completed within 180 days.

The scope of work includes operations and maintenance of the rooftop solar systems for five years.

Tender 1 (Guwahati)

Bidders must submit an earnest money deposit (EMD) of ₹618,700 (~$7,329.37)

The advertised value of the project is ₹93.74 million (~$1.11 million).

The scope of work covers the provision of 1.5 MW rooftop solar systems at service buildings,  staff quarters, and level crossing gates in Guwahati under the Lumding division.

Tender 2 (New Guwahati)

Bidders must submit an EMD of ₹656,600 (~$7,778.35)

The advertised value of the project is ₹101.32 million (~$1.20 million).

The scope of work covers the provision of 1.8 MW rooftop solar systems at staff quarters and level crossing gates in New Guwahati under the Lumding division.

Tender 3 (Goshala and Nambari)

Bidders must submit an EMD of ₹610,900 (~$7,236.97).

The advertised value of the project is ₹92.17 million (~$1.09 million).

The scope of work covers the provision of 1.7 MW rooftop solar systems at service buildings in the Goshala and Nambari area under MLG division.

Bidders must provide 545 W or above solar modules with on-grid solar power conditioning units/inverters (three-phase). The modules must carry a warranty for 25 years.

They must have a minimum average annual contractual turnover of V/N or ‘V’, whichever is less, where V = Advertised value of the tender and N number of years prescribed for completion of work for which bids have been invited.

The average annual contractual turnover will be calculated as an average of total contractual payments in the previous three financial years.

Bidders must have completed at least one of the following in the last seven years:

  • Three works of similar nature, each costing not less than 30% of the advertised value of the tender
  • Two works of similar nature, each costing not less than 40% of the advertised value of the tender
  • One work of similar nature, costing not less than 60% of the advertised value of the tender.

Bidders must have experience in supplying, installing, testing, and commissioning solar power projects, having executed a single work of a minimum 30% rating of total tendered quantity /capacity in railway stations, metro stations, airports, or in any office/service buildings/hospitals of central government/state government/PSUs of central or state government.

Bidders must maintain a minimum generation of 15% capacity utilization factor.

The Katihar Division of the North East Frontier Railway issued two tenders to install a cumulative capacity of 3.4 MW rooftop solar systems across railway stations, level crossing gates, service buildings, and residential buildings.

The North East Frontier Railway’s Lumding Division (Electrical) invited bids to provide 2.5 MW rooftop solar systems at various buildings, service stations, and parking areas in Guwahati.
