NHPC Invites Bids to Set Up 5.6 MW Rooftop Solar Projects in Sikkim

NHPC has issued a request for selection to set up 5.6 MW of rooftop solar projects on government buildings in Sikkim.

Bids must be submitted by July 24, 2025. Bids will be opened on July 29.

The capacities are divided into six categories:

  • Category 1 – Mangan district (682 kW), with a bid security requirement of ₹675,000 (~$7,826)
  • Category 2 – Namchi district (1,217 kW), with a bid security requirement of ₹1.2 million (~$13,934)
  • Category 3 – Gangtok district (1,790 kW), with a bid security requirement of ₹1.7 million (~$19,740)
  • Category 4 – Soreng district (366 kW), with a bid security requirement of ₹363,000 (~$4,215)
  • Category 5 – Gyalshing district (735 kW), with a bid security requirement of ₹728,000 (~$8,452)
  • Category 6 – Pakyong district (270 kW), with a bid security requirement of ₹268,000 (~$3,111)

Document fee for categories 1, 2, 3, and 5 is ₹1,500 (~$17) each, and ₹1,000 (~$11) for categories 4 and 6.

The scope of work entails the design, engineering, procurement and supply of equipment and materials, multi–level inspections, packing and forwarding, erection, testing, and commissioning of the projects. It also involves unloading and storage of equipment at the project site, conducting associated civil works, and obtaining the necessary permits and licenses.

Only modules from the Approved List of Models and Manufacturers must be used in the projects. The projects’ declared annual must be at least 14%.

Bidders must satisfy any of the following criteria:

  • Bidders must have designed, supplied, erected, and commissioned solar projects with a minimum cumulative installed capacity of 400 kW. At least one of these projects must have had a minimum capacity of 40 kW
  • Bidders must be solar project developers, having installed a minimum cumulative capacity of 400 kW. At least one of these projects must have a minimum capacity of 40 kW
  • Bidders must have developed a single project with a minimum value of ₹40 million (~$464,467) either as a developer or an engineering, procurement, and construction (EPC) contractor within the last ten years

Bidders must have also completed at least one electrical substation with a minimum voltage level of 11 kV either as a developer or an EPC contractor. This substation must have included equipment such as circuit breakers and a power transformer of a minimum 11 kV rating.

Bidders must have the following average turnover:

  • Category 1 – ₹13.5 million (~$156,755)
  • Category 2 – ₹24.1 million (~$279,837)
  • Category 3 – ₹35.4 million (~$411,047)
  • Category 4 – ₹7.2 million (~$83,603)
  • Category 5 – ₹14.6 million (~$169,521)
  • Category 6 – ₹5.4 million (~$62,700)

Bidders must have a positive net worth in the last two years.

Recently, NHPC invited bids on behalf of NHPC Renewable Energy to select developers to set up 23.33 MW of rooftop solar projects on government buildings in Jammu and Kashmir.
