NHPC Invites Bids to Develop Power Evacuation Infrastructure at 1.2 GW Jalaun Solar Park

NHPC, on behalf of Bundelkhand Saur Urja, has floated bids to develop power evacuation infrastructure for the 1.2 GW Jalaun Solar Park in Uttar Pradesh.
Bundelkhand Saur Urja is a joint venture created between NHPC and the Uttar Pradesh New and Renewable Energy Development Agency to develop the solar park.
The last date to submit bids is February 16, 2026, and bids will be opened on February 20, 2026.
Bidders must submit an earnest money deposit of ₹61 million (~$671,262) and a contract performance bank guarantee for O&M of up to 10% of the O&M contract value.
The project has been estimated at ₹6.14 billion (~$67.56 million).
Bidders must also submit a tender document fee of ₹20,000 (~$220).
The scope of work covers the development of power evacuation infrastructure for the 1,200 MW Jalaun Solar Park, including the 400 kV/33 kV pooling substation-1 and 400 kV/33 kV pooling substation-2 (Parts A and B).
It also includes the development of internal and external 400 kV power evacuation transmission lines, along with all extra-high-voltage and high-voltage equipment for solar power pooling, and associated electrical, mechanical, civil, and structural works.
In addition, the scope includes establishing the park control and monitoring system, as well as three years of operation and maintenance (O&M).
Successful bidders must be a principal contractor, joint-venture partner, or subcontractor who has completed large electrical infrastructure works related to substations and/or transmission lines in the last 20 years, meeting one of the following criteria:
- One work with a value of at least ₹4.91 billion (~$54 million)
- Two works, each costing at least ₹3.07 billion (~$33.78 million)
- Three works valued at least ₹2.46 billion (~$27 million) each
Additionally, bidders must have supplied, erected, tested, and commissioned the following electrical infrastructure in the last 20 years:
- Development of a pooling substation with at least two gas-insulated switchgear/air-insulated switchgear circuit-breaker-equipped bays of 400 kV or higher in one substation or switchyard
- Development of transmission lines with a cumulative route length of at least 20 km at 400 kV or higher voltage level
Successful bidders must have a minimum annual turnover of ₹4.89 billion (~$54 million) in each of the last two financial years with a positive net worth.
Successful bidders must have a working capital of at least ₹770 million (~$8.47 million), equivalent to at least two times the monthly cash flow requirement.
The project must be completed within sixteen months.
Successful bidders will be liable for liquidated damages of up to 10% of the contract value for project delays, and 25% per week for delays in O&M services, capped at 10% of the O&M contract value.
Last year, NHPC issued a request for selection to set up 1,200 MW of ground-mounted solar projects at the Jalaun Solar Park in Uttar Pradesh.
The state is also witnessing growing demand for solar open-access projects, driven by the rapid expansion of data centers.
