NHPC Invites Bids for 23.33 MW Rooftop Solar Projects in Jammu and Kashmir

NHPC has invited bids on behalf of NHPC Renewable Energy to select developers to set up 23.33 MW of rooftop solar power projects on government buildings in Jammu and Kashmir under the Renewable Energy Service Company (RESCO) mode.
The last date to submit bids is July 16, 2025. Bids will be opened on July 21.
The scope of work entails setting up rooftop solar power projects in 279 buildings of the Departments of Law, Justice & Parliamentary Affairs, Jal Shakti, Irrigation & Flood Control, Forest, Ecology & Environment, and Home in J&K through the Jammu & Kashmir Energy Development Agency (JAKEDA).
The projects must be commissioned within nine months.
The tender has been divided into eight categories based on buildings identified under various departments of the J&K government.
The bid document fee is as follows:
- ₹5,000 (~$57.95)- Categories 1, 2, and 3
- ₹1500 (~$17.38)- Categories 4,5,7 and 8
- ₹1,000 (~$11.59)- Category 6
The earnest money deposit for the eight categories is as follows:
- ₹3.2 million (~$37,092.2) for Category 1
- ₹5.09 million (~$58,999.7) for Category 2
- ₹4.76 million (~$55,174.6) for Category 3
- ₹991,000 (~$11,487) for Category 4
- ₹1.27 million (~$14,744.1) for Category 5
- ₹356,000 (~$4,126.5) for Category 6
- ₹1.85 million (~$21,443.9) for Category 7
- ₹1.16 million (~$13,445.9) for Category 8
Bidders must submit performance security of ₹2,475 (~$28.68)/kW to NHPC REL.
Successful bidders must have designed, supplied, erected, and commissioned grid-connected solar power projects of a cumulative capacity of at least 400 kW. At least one of the projects must have a capacity of at least 40 kW.

Bidders can also developers or engineering, procurement, and construction (EPC) contractors who must have executed a single work of at least ₹40 million (~$463,652) in the process or infrastructure industry.
Additionally, they must be a developer or an EPC contractor who has constructed at least one electric substation of at least 11 kV, consisting of equipment such as voltage level circuit breakers and power transfers of at least 11 kV.
Bidders must meet the following minimum financial criteria in the last three financial years:
- ₹86.5 million (~$1 million)-Category 1
- ₹135.8 million (~$1.57 million)- Category 2
- ₹127.1 million (~$1.47 million)- Category 3
- ₹19.8 million (~$229,508)- Category 4
- ₹25.4 million (~$294,419)- Category 5
- ₹7.1 million (~$82,298.2)-Category 6
- ₹37 million (~$428,878)- Category 7
- ₹23.3 million (~$270,077)-Category 8
Successful bidders must have positive net worth in the last two financial years.
In January 2025, NHPC issued tenders for a cumulative capacity of 39.73 MW grid-connected rooftop solar projects under the RESCO mode in Sikkim and Jammu and Kashmir.
In February 2025, JAKEDA issued a tender to empanel developers to set up 175 MW rooftop solar projects under the renewable energy service company model on government buildings in the union territory.
