NHPC Floats Tender for 24 MW Rooftop Solar Projects on Government Buildings

NHPC has invited bids for setting up a cumulative 24.22 MW rooftop solar projects on 245 government buildings in 25 states/union territories under the renewable energy service company model.
The last date to submit bids is March 3, 2025. Bids will be opened on March 7.
Bidders must submit an Earnest Money Deposit (EMD) as following:
Bidders must submit a bid document fee of ₹500 (~$5.79) each for Jammu and Kashmir, Bihar and Arunachal Pradesh, and ₹1,000 (~$11.59) each for Himachal Pradesh, Punjab, Gujarat, Odisha, Sikkim, Jharkhand, Andhra Pradesh, Mizoram, and Meghalaya.
They must pay bid document fee of ₹1,500 (~$17.39) each for Uttar Pradesh, Haryana, Delhi, Rajasthan, Madhya Pradesh, Maharashtra, West Bengal, Telangana, Kerala, and Assam, and ₹5,000 (~$57.99) for Uttarakhand, Karnataka, and Tamil Nadu.
The projects must be commissioned within nine months for general category states and 12 months for special category states.
There are 17 general category states and eight special category states.
The scope of work entails design and engineering, procurement and supply of equipment and materials, erection, testing, and commissioning of the rooftop solar projects.
It also involves testing at the manufacturer’s works, multi-level inspections, civil works, and securing permits, licenses.
Successful bidders must arrange for net metering, obtain a no-objection certificate for grid connectivity, and facilitate the projects’ synchronization with the distribution network. The maximum capacity for interconnection with the grid at a specific voltage level must be at 415V/ 6.6kV/11 kV/33KV.
They must also operate and maintain the projects for 25 years.
To qualify, bidders must have experience in one of the following categories:
- Designed, supplied, erected, and commissioned grid-connected solar projects of cumulative installed capacity of 400 kW or higher, out of which at least one project must have been of at least 40 kW capacity.
- Developed solar projects with a cumulative installed capacity of 400 kW or higher, of which at least one project must have been of at least 40kWp.
- Executed a single work with a minimum value of ₹40 million (~$463,168) as a developer or as an engineering, procurement, and construction contractor in the process industry or infrastructure development.
Additionally, bidders must have established at least one electrical substation of 11 kV or above voltage level, consisting of equipment such as 11 kV or above voltage level circuit breakers and power transformers, either as a developer or as an engineering, procurement, and construction contractor.
Bidders must have an annual turnover of ₹18,000 (~$208.79)/kW for general category states and ₹14,850 (~$172.25)/kW for special category states in the last three financial years.
Bidders must supply solar modules included in the Approved List of Models and Manufacturers.
Bidders must maintain an annual capacity utilization factor of 15% for general category states and 13.5% for special category states.
Recently, NHPC issued tenders for a cumulative capacity of 39.73 MW grid-connected rooftop solar projects in Sikkim and Jammu and Kashmir.
