Navgrun Plans 1.2 GW TOPCon Solar Wafer and Cell Manufacturing Facility

The new facility will add to Navgrun’s existing 700 MW TOPCon module capacity

Solar solutions company Navgrun has announced its plans to establish 1.2 GW of annual manufacturing capacity for TOPCon G12R solar wafers and cells.

The planned facility will manufacture solar wafers, cells, modules, and building-integrated photovoltaic solutions. It will complement Navgrun’s existing 700 MW TOPCon G12R solar module manufacturing facility.

The expansion will add upstream wafer and cell manufacturing capacity to Navgrun’s existing solar module manufacturing operations.

India added nearly 119 GW of solar module manufacturing capacity and more than 9 GW of solar cell manufacturing capacity in 2025, according to Mercom India’s State of Solar PV Manufacturing in India 2026 report.

The Ministry of New and Renewable Energy’s latest update raised the total solar cell manufacturing capacity enlisted under the Approved List of Models and Manufacturers List II to 31.76 GW as of July 22, 2026.

The revision added 1.25 GW of capacity, including 610 MW/year from Avaada Electro’s Nagpur facility and an additional 640 MW/year from Fujiyama Power Systems, taking the latter’s total approved capacity to 1,077 MW/year.

India’s domestic solar cell capacity remains below module manufacturing capacity, and much of the existing cell capacity uses older monocrystalline technology. Demand is increasingly shifting toward TOPCon cells, resulting in shortages of domestic-content-compliant cells. The mismatch is expected to persist until new TOPCon cell projects are commissioned, stabilized, and reach intended production levels.

At Mercom India Renewables Summit 2026, industry experts said India’s solar cell manufacturing sector is expanding rapidly, but growth is constrained by gaps in advanced technology, skilled manpower, R&D, domestic supply chains, and cost competitiveness.

They said domestic cell quality still trails Chinese products, while manufacturers remain dependent on China for equipment, materials, and technology. They also said greater backward integration into wafers and ingots and stronger domestic ancillary manufacturing will be critical.

Experts said Indian manufacturers must improve quality and costs to compete globally rather than depend primarily on policy-supported domestic demand.
