Military Engineer Services Invites Bids for 1 MW Solar Project

Military Engineer Services (MES) has floated a tender for a 1 MW solar power project at the Air Force School (AFS) in Gwalior.

The last date for the submission of bids is February 16, 2024. Bids will be opened on February 23.

The estimated cost of the project is ₹89.53 million (~$1.07 million).

Bidders have to pay ₹3,000 (~$36.15) as the cost of the tender document.

Bidders who are either not registered with MES or are registered but have not fulfilled the standing security bond requirement must provide an earnest money deposit of ₹772,650 (~$9,312.84).

The successful bidder must provide a performance bank guarantee within 28 days of receiving the Letter of Acceptance, which should be worth 5% of the contract sum.

Bidders must be registered with MES in Class ‘A’ or above, which is contingent upon satisfactory feedback regarding their performance for ongoing projects as indicated in the Work Load return or any other report issued by the competent engineering authority.

A contractor not enlisted with MES must fulfill the enlistment criteria for ‘A’ Class and above contractors, ensuring satisfactory completion of works meeting the required value.

Bidders must demonstrate experience in completing and commissioning solar projects for government departments or public sector units within the last seven years.

They must have completed one project with a capacity exceeding 0.80 MW, or two projects, each with a capacity exceeding 0.50 MW, or three projects, each with a capacity exceeding 0.40 MW.

Phase I of the contract mandates the completion of the entire project, along with associated services, within 700 days from the commencement date.

The successful bidder must enlist the services of a third-party Ministry of New and Renewable Energy approved consultant for the final testing and inspection of the executed work before Phase I is considered complete. The consultant must certify that the work aligns with the vetted and approved design before issuing the completion certificate for Phase I.

Phase II involves maintenance, manning, and operation and will be for a period of 55 months.

Separate completion certificates will be issued for each phase. The entire project will be deemed completed only after the fulfillment of the Phase II work.

In June, MES invited bids to develop a 1 MW solar power project at Gorakhpur Air Force Area In Uttar Pradesh.

Earlier, MES invited bids for developing three solar power projects of capacities 1 MW, 200 kW, and 130 kW at Niwaru, Bhakrota, and Jaipur military stations, respectively, under Garrison Engineer (South) Jaipur.
