MES Tenders to Complete Balance Work of 1 MW Rooftop Solar Systems

Military Engineer Services (MES) has floated a tender to complete balance work of 1 MW rooftop solar systems at the Air Force Station in Nagpur.

The project should be completed within two months of receiving the work order. Selected bidders must also oversee the project’s comprehensive maintenance for five years.

The scope of work includes designing with polycrystalline modules treated with an anti-glare coating, rooftop mounting structures made of galvanized steel, a power conditioning unit, inverters, IP65-rated power evacuation equipment, and a bi-directional electronic meter meeting necessary specifications.

The bidders must also undertake all civil works, detailed site surveys, comprehensive layout planning, evaluation, and due diligence of transportation and embarkation of projects to the close vicinity of the central location.

In addition to the already available material at the site, the selected bidder will have to supply two solar modules, solar cables of 4 and 6 sq. mm size, solar cable connectors, 33 kW and 50/60 kW solar inverters, for the projects.

The entire material set aside for the project will be issued to the contractor immediately after handing over the site, and the contractor will be responsible for its safe custody and maintenance until it is installed.

The project’s estimated cost is ₹9.7 million (~$117,026).

The last day to submit the bids is February 1, 2024. Bids will be opened on February 8.

Bidders must submit an earnest money deposit of ₹170,500 (~$2,057).

Bidders having not executed standing security bond and standing security deposit in any MES formation would be required to furnish an individual security deposit of ₹1.87 million (~$22,560) on acceptance of tender.

The selected bidder should also submit a performance bank guarantee for an amount equal to 5% of the contract amount plus 5% of ₹56.86 million (~$685,993), i.e., ₹2.84 million (~$34,264), within 15 days of commissioning the project.

Bidders must be registered with MES in Class ‘C’ or above, which is contingent upon satisfactory feedback regarding their performance for ongoing projects as indicated in the workload return or any other report issued by the competent engineering authority.

A contractor not enlisted with MES must fulfill the enlistment criteria for ‘A’ Class and above contractors, ensuring satisfactory completion of works meeting the required value.

They must have completed one project with a capacity of more than 800 kW, or two projects, each with over 500 kW, or three projects, each with a capacity exceeding 400 kW for government organizations or public sector undertakings during the last seven years.

The contractor will not be allowed to execute the work by subletting or through power of attorney to a third party or another firm.
