MENA Weekly Roundup: Kuwait Invites Bids for 1.1 GW Solar Projects

The Kuwait Authority for Partnership Projects (KAPP) and the Ministry of Electricity, Water, and Renewable Energy issued a request for proposal for the 1.1 GW Al Dibdibah Power and Al Shagaya Renewable Energy – Phase III – Zone 1 Solar PV project, located within the Shagaya Renewable Energy Park in the Jahra Governorate. The project’s scope of work also includes the development, financing, design, engineering, construction, testing, and commissioning of a 400 kV power transmission substation. Bids must be submitted by September 14, 2025.

The African Development Bank, the European Bank for Reconstruction and Development (EBRD), and the British International Investment (BII) have invested $479.1 million in Obelisk Solar Power SAE, a special purpose vehicle of Scatec ASA, in Egypt. This financing will support the development of a 1 GW solar power project integrated with a 200 MWh battery energy storage system (BESS) in the country’s Nag Hammadi region. EBRD will provide a financing package of up to $173.5 million. The African Development Bank Group will invest $184.1 million, which includes $125.5 million in commercial loans. It will also include $20 million of concessional funding from Bank Group-managed Special Funds, the Sustainable Energy Fund for Africa. BII’s financing comprises a $100 million concessional loan and a $15 million returnable grant, while the Canada-African Development Bank Climate Fund, a partnership of the African Development Bank and the Government of Canada, will invest $18.6 million. Climate Investment Fund’s Clean Technology Fund will provide $20 million through the African Development Bank.

Saudi Arabia and the United Arab Emirates (UAE) are seizing the opportunity presented by declining prices to stock up on Chinese-made batteries for energy storage systems (BESS) to enhance their renewable energy goals. Rystad Energy expects Saudi Arabia’s battery energy storage capacity to surpass 11 GWh by the end of the year, from zero at the start of 2024. The UAE has launched a “gigascale” solar and battery project in Abu Dhabi, which is planned to provide baseload energy 24 hours a day.

UAE-based renewable energy company AMEA Power has achieved financial closure on its first utility-scale Battery Energy Storage System (BESS) project in Egypt. The 300 MWh BESS is an extension of AMEA Power’s operational 500 MW solar project in the country’s Aswan Governorate, commissioned in December 2024. The project will receive a $72 million debt package from the International Finance Corporation for integrating it with the 500 MW solar project. This project is the first initiative in Egypt for achieving its accelerated 4 GW Emergency Renewable Energy Programme.
