Mazagon Shipbuilders Issues O&M Tender for 1.85 MW Rooftop Solar Projects

Mazagon Dock Shipbuilders (MDL), a public sector undertaking under the Ministry of Defence, has issued a tender for the operation and maintenance (O&M) of rooftop solar projects with a cumulative capacity of 1.85 MW spread across its premises in Mumbai.

The O&M contract is structured as a bi-annual rate agreement.

Bids must be submitted by July 7, 2025. Bids will be opened on July 9.

Bidders must furnish an earnest money deposit of ₹150,000 (~$1,746).

Successful bidders must submit a performance bank guarantee of 5% of the purchase order value.

The rooftop solar projects are distributed across the following ten locations:

  • SB Pipe Shop (90 kW)
  • EY Pipe Shop (191 kW)
  • P&A Shop (67 kW)
  • Bond Store (42 kW)
  • SB-Sheet Metal Shop (100 kW)
  • NY Assembly Shop (280 kW)
  • FOB Shop Rooftop (80 kW)
  • Alcock Yard Workshop (350 kW)
  • CAS & EY Store (200 kW)
  • Anik Chembur Yard (450 kW)

The scope of work includes the supply, installation, and commissioning of spare parts essential for rooftop solar installations. It also involves monthly cleaning, preventive and corrective maintenance conducted twice every month, and timely supply and installation of the spare parts such as inverters (25 kW, 30 kW, 50 kW), mono and polycrystalline modules, MC4 connectors, DC cables, chlorinated polyvinyl chloride pipes, water tanks, DCDB/AJB junction boxes, pumps, elbows, and hose pipes.

The maintenance services and spare supply must be completed by July 31, 2027. The estimated financial cap for spares supply is ₹3 million (~$34,920).

All supplied modules must be Grade-A and dimensionally compatible.

The total contract duration is two years from the date of the purchase order. It can be extended by three months with mutual consent.

Liquidated damages of 0.5% of the item value per week will be applicable for delays in supply, capped at 5%.

Bidders must have experience in engineering, procurement, and construction. Alternatively, they must be a system integrator, providing O&M on projects with at least 500 kW capacity.

Bidders must have completed either three orders of at least ₹3 million (~$34,920) each, two orders of ₹3.75 million (~$43,650), one order of ₹6 million (~$69,840), or services totaling ₹1.87 million (~$21,769) in any single 12-month period within the last seven years.

Bidders must have a minimum average annual turnover of ₹1.12 million (~$13,037) during the financial years 2022, 2023, and 2024.

In 2023, MDL invited bids for maintaining the 390 kW and 650 kW rooftop solar systems located at its North, South, East, and Anik Chembur yards.
