Maharashtra Issues Tender to Procure 231 MW of Solar Power Under KUSUM

MSEB Solar Agro Power (MSAPL), a wholly-owned subsidiary of MSEB Holding Company, has invited bids to procure 231 MW of solar power for feeder-level solarization under Component C of Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program, Nashik.

The projects will be developed under the second phase of the Mukhymantri Saur Krushi Vahini Yojana program.

The last date for the submission of bids is February 27, 2024.

Bidders must submit ₹25,000 (~$300.8)/MW plus 18% GST as the cost of the tender and another ₹2,500 (~$30.08)/MW of the base capacity + 18% GST.

Bidders must submit ₹100,000 (~$1,201)/MW of the quoted capacity as the earnest money deposit.

The successful bidder must furnish an amount equivalent to ₹500,000 (~$6,007)/MW of the quoted capacity as a performance bank guarantee.

Existing projects do not qualify for the tender.

If Maharashtra State Electricity Distribution Company (MSEDCL) can identify any new substations in the Nashik region before the bid due date, meeting the specified criteria for interconnection at 11 kV / 22 kV / 33 kV voltage levels of substations.

MSEDCL reserves the right to opt for the purchase of an additional capacity of solar power up to 242 MW.

In cases where the project capacity exceeds 200 MW, bidders must have commissioned or possess an operational solar capacity of no less than 250 MW.

For projects below 200 MW, bidders must have successfully commissioned or possess an operational solar capacity of at least 100 MW.

Bidders must furnish information about commissioned projects, including details on MW capacity, grid interconnection point, procurer name, and commissioning month.

The net worth of bidders during the last three financial years should be at least ₹10 million (~$120,130).

A foreign investment fund may qualify on the basis of assets under management of at least ₹10 billion (~$120.13 million).

The minimum annual turnover of bidders should be at least ₹2.5 million (~$30,033)/MW of the base capacity during the last financial year.

In September last year, MSEB Agro Solar Power floated nine tenders to procure 1.92 GW of solar power under the Mukhyamantri Saur Krushi Vahini Yojana in Maharashtra.

Earlier, MSEDCL had invited bids to procure 1,000 MW of solar power from projects to be developed in the state.
