Maharashtra Invites Bids for 10 MW Rooftop Solar Systems

Maharashtra Energy Development Agency (MEDA) has invited bids to implement 10 MW grid-connected rooftop solar power systems in renewable energy service company (RESCO) mode on government sector buildings in the state.

Bids must be submitted by July 22, 2024. Bids will be opened the next day.

Maharashtra’s renewable energy policy targets installing 2,000 MW of grid-connected rooftop solar projects. The generated solar power will be used for captive purposes, and any surplus will be fed into the grid, according to Maharashtra Electricity Regulatory Commission (MERC) net-metering regulations.

The scope of the work includes design, engineering, supply, installation, testing, commissioning, and comprehensive operation and maintenance of the rooftop solar systems for 25 years.

Bidders must pay an earnest money deposit of ₹225,000 (~$2,696) and ₹11,800 (~$141) as the bid processing fee.

Bidders must furnish ₹500,000 (~$5,992) as a security deposit.

Each system should be between 10 kW and 1,000 kW.

For the 10-100 kW category, bidders must have installed solar systems with a cumulative capacity of 100 kW, including at least one project with a minimum capacity of 50 kW in RESCO mode. These installations must have been completed within the last three financial years.

For the category above 100 to 1,000 kW, bidders must have installed solar systems with a cumulative capacity of 1,000 kW, including at least one project with a minimum capacity of 100 kW. These installations must have been completed in the last three financial years.

Bidders should have an average annual turnover of ₹40 million (~$479,384) or a total average turnover of ₹80 million (~$958,744) in the last three financial years.

Their net worth should not have been negative or decreased by more than 30% in the previous three years.

Startups and micro and small enterprises are exempt from the experience and turnover eligibility criteria.

Last year, MEDA invited bids for installing 1.062 MW of grid-connected rooftop solar systems on buildings of the Government Medical College and Hospital, Nagpur.

Earlier, MEDA invited bids for installing 10 MW of rooftop solar systems under the capital expenditure model on government buildings at various locations in the state.
