Maharashtra Invites Bids to Procure 3.4 GW of Solar Power Under MSKVY

Maharashtra State Electricity Board Solar Agro Power (MSAPL), a wholly owned subsidiary of MSEB Holding Company, has invited bids to develop and supply 3.43 GW of solar power from 509 power projects under the Mukhyamantri Saur Krushi Vahini Yojana (MSKVY) 2.0.
Bids must be submitted by August 18, 2025. Bids will be opened on the same day.
Bidders must submit an earnest money deposit of ₹100,000 (~$116,329)/ MW,
a bid document fee of ₹25,000 (~$29,082) plus GST, and a tender processing fee of ₹2,500 (~$2,908)/MW.
The scope of work covers the financing, development, designing, engineering, procurement, construction, and commissioning of the solar projects.
It also includes the operation and the maintenance of the project, including the evacuation infrastructure up to the delivery point.
The projects will have a ceiling tariff of ₹2.9 (~$3.37)/kWh. They must be commissioned within 12 months.
The Maharashtra government has leased identified lands to MSAPL, which is designated the nodal agency for the project.
Successful bidders must pay an annual sub-lease rent of ₹1 (~$1.16)/hectare for the revenue land.
If successful bidders lease land from private entities, the base lease rent will be ₹125,000 (~$145,411)/hectare per annum or 6% of the circle rate, whichever is higher. It also includes a 3% annual escalation on the lease rate.
The tenure for such leases will be at least 26 months.
Selected bidders must also ensure the right-of-way required for the solar project. They must connect the solar projects to an 11 kV / 22 kV voltage level of the Maharashtra State Electricity Distribution Company/Maharashtra State Electricity Transmission Company’s substation.
Only crystalline silicon or thin film solar modules must be used for the projects. They can be installed with or without trackers.
Bidders who have received a letter of award under any of the tenders issued under MSKVY 2.0 will be eligible to participate in the tender if they meet the following criteria:
- Bidders must have commissioned a minimum of 20% of the aggregate awarded capacity in the previous tenders
- Bidders must have achieved at least 50% physical progress for aggregate awarded capacity in the previous tenders
Bidders must have a net worth of at least ₹10 million (~$11.63 million)/MW. An alternate investment fund (AIF) or foreign investment fund can qualify if they have at least ₹10 billion (~$11.63 billion) as ‘assets under management’.
An AIF or foreign investment fund must have a minimum investible fund of ₹5 billion (~$5.8 billion).
Bidders must have a minimum annual turnover of ₹2.5 million (~$2.9 million)/MW in the last three financial years.
In January this year, SJVN Green Energy invited bids to develop 1,352 MW solar projects distributed across 102 sites in Maharashtra. These projects are being implemented under MSKVY 2.0.
In January 2024, MSAPL invited bids to procure 130 MW of solar power for feeder-level solarization under the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan program.
