Maharashtra Invites Bids for 1 GW Round-the-Clock Power for 2025-28

Maharashtra State Electricity Distribution Company (MSEDCL) has invited bids to procure 1,000 MW of round-the-clock (RTC) power from April 1, 2025, to March 31, 2028.
The bidder must quote a base variable charge. Based on the bid, a lumpsum tariff will be paid to the supplier comprising of a base variable charge, and a base fixed charge. The lump sum tariff will cover the electricity supply from any fuel source, including renewable energy sources.
The delivery point will be at the Central Transmission Utility for power projects outside Maharashtra and at the State Transmission Utility for projects within the state.
The last date for the submission of bids is January 16, 2025. Bids will be opened on the same day.
Bids must be placed for a minimum capacity of 100 MW.
The bids must remain valid for at least 120 days from the bid due date.
Bidders must submit a bid security of ₹500,000 (~$5,888)/MW of the offered capacity along with their bid.
The supplier, in return for its investment and services, will be entitled to receive a tariff that includes both a fixed charge and a variable charge.
Bidders will bear all costs associated with the preparation of their bids and participation in the bidding process. The utility will not be responsible or liable for these costs, irrespective of the conduct or outcome of the bidding process.
To demonstrate technical capacity and experience, bidders must own and operate power-generating stations with an installed capacity at least twice that of the capacity for which they are bidding.
Bidders will not be permitted to increase their capacity during the e-reverse auction stage or L1 matching round beyond what has been demonstrated for technical capacity.
Additionally, they or their associates must have a minimum net worth of ₹10 million (~$117,756)/MW of the capacity they are bidding for as of the close of the preceding financial year.
Recently, MSEDCL introduced new guidelines for the state to implement Green Energy Open Access.
