Maharashtra Invites Bids for 130 KTPA Green Hydrogen Production Facilities

The Maharashtra Energy Development Agency (MEDA) has invited bids to set up 130 kilotons per annum (KTPA) of green hydrogen production facilities under the Maharashtra Green Hydrogen Policy 2023.
The projects involve establishing anchor units of up to 100 KTPA and experimental anchor units of 30 KTPA.
Bids must be submitted by July 4, 2025. Bids will be opened on July 9.
Bidders must furnish an earnest money deposit of ₹7.5 million (~$88,050)/KTPA, in the form of a bank guarantee valid for 12 months, a document fee of ₹4.1 million (~$48,134), and a bid processing fee of ₹4 million (~$46,960).
Successful bidders must submit a performance bank guarantee (PBG) of ₹17.5 million (~$205,450)/KTPA, which must remain valid for nine months beyond the scheduled commissioning date. An additional operational PBG equal to 1% of the lower of quoted or actual fixed capital investment must be maintained for 10 years and nine months from the commissioning date.
The scope of work includes installing, commissioning, and long-term operation of the green hydrogen and renewable energy facilities, regularly submitting compliance and production reports, and installing approved measurement and monitoring systems.
Bidders must submit construction plans, program evaluation and review technique charts, and proof of ability to commission at least 80% of the awarded capacity.
Bidders must have a net worth of ₹600 million (~$7.44 million)/KTPA as of FY 2023–24, including ₹150 million (~$1.76 million) for green hydrogen and ₹450 million (~$5.28 million) for renewable energy components. The total cap per bidder is fixed at ₹60 billion (~$704.4 million).
Delays up to six months from the scheduled commissioning date will result in proportionate encashment of the PBG, while delays of six to twelve months will attract additional penalties calculated at 2% of the delayed capacity value.
Any failure to commission 80% of the awarded capacity will disqualify the project with incentives. Electrolyzer underperformance or insufficient renewable energy use will attract a 1% penalty on the minimum fixed capital investment.
Bidders must procure modules from the Approved List of Models and Manufacturers mandated by the Ministry of New and Renewable Energy.
Recently, MEDA invited bids for a cumulative capacity of 1.4 MW grid-connected rooftop and ground-mounted solar projects.
In the same month, MEDA invited bids to commission 1,100 kW of grid-connected ground-mounted and rooftop solar projects with net metering at 49 government and semi-government buildings in Parbhani, Maharashtra.
