MahaGenco Issues Consultancy Tender for DPR of 2.2 GW Pumped Storage Projects

Mahagenco Renewable Energy (MahaGenco REL) has invited bids to prepare detailed project reports (DPR) for two pumped storage power projects with a combined capacity of 2,200 MW in Maharashtra.

The last date to submit bids is August 21, 2026. Bids will be opened on August 25.

Bidders must submit an earnest money deposit of ₹3 million (~$31,123).

They must also pay a non-refundable tender fee of ₹59,000 (~$612) and a tender processing fee of ₹118,000 (~$1,224).

The consultancy assignment covers the preparation of DPRs for the 1,200 MW Varandh Ghat pumped storage project (4 × 300 MW) in Pune and Raigad districts and the 1,000 MW Koyna Stage-6 pumped storage project (4 × 250 MW) in Satara district.

The scope of work covers preparing the DPRs, including surveys and investigations; obtaining statutory approvals; carrying out environmental impact assessment and environmental management plan studies; and securing environmental, forest, and wildlife clearances.

Bidders must have prepared at least one DPR for a hydroelectric or pumped-storage project in India with a cumulative capacity of at least 500 MW during the past five years, including individual generating units of more than 120 MW. At least one qualifying DPR prepared by the bidder must have received techno-economic concurrence or concurrence from the CEA during the past five years.

To meet the work-value criterion, bidders must have completed either three DPRs for pumped-storage or hydroelectric projects, each valued at a minimum of ₹60 million (~$621,762), or two such DPRs, each valued at a minimum of ₹75 million (~$777,202), or one DPRs valued at a minimum of ₹120 million (~$1.24 million).

Bidders must have an average annual turnover of at least ₹150 million (~$1.56 million) during the previous three financial years. Their net worth as of the end of the preceding financial year must be positive and at least 25% of the paid-up share capital.

They must have minimum working capital of ₹100 million (~$1.04 million) or provide a bank letter confirming the availability of an equivalent credit facility.

According to Central Electricity Authority’s Roadmap to 100 GW of Hydro Pumped Storage Projects by 2035-36, India’s total installed pumped storage project capacity is expected to reach approximately 87 GW by 2033-34. The average annual capacity addition is projected to be 9 GW, resulting in total installed capacity exceeding 100 GW by 2035-36.

In April 2026, PFC Consulting invited bids to set up an intrastate transmission system by setting up the 400 kV Igatpuri-Murbad switching station to evacuate 2.7 GW of pumped storage capacity in Thane, Maharashtra.
