Madhya Pradesh Proposes Easing Net Metering Process Under PM Surya Ghar

Under the draft amendment, no separate net metering agreement will be required

The Madhya Pradesh Electricity Regulatory Commission (MPERC) has issued the draft First Amendment to the Grid Interactive Renewable Energy Systems Related Matters Regulations, 2024, incorporating provisions related to the PM Surya Ghar: Muft Bijli Yojna into the state’s grid-interactive renewable energy framework.

The draft proposes exempting prosumers applying for net metering connections under the PM Surya Ghar program from paying processing and meter testing fees. It also provides that no separate net metering agreement will be required under the program.

The Commission has proposed substituting Regulation 9 with a new provision on the Renewable Purchase Obligation (RPO). Under this clause, the quantum of energy generated by a prosumer from a renewable energy system under net metering, group net metering, gross metering, and virtual net metering will count toward the distribution licensee’s RPO compliance.

The proposed clause states that where a renewable generation meter is installed, the total energy generated will qualify toward the licensee’s RPO compliance.

If the distribution licensee is unable to obtain or measure the units generated by such renewable generators, the generated units will be considered in line with the Cogeneration and Generation of Electricity from Renewable Sources of Energy Regulations, 2021.

In February this year, MPERC notified the Sixth Amendment to the Terms and Conditions for Intra-State Open Access in Madhya Pradesh Regulations, 2021, which introduces detailed provisions governing the treatment of open access demand, energy adjustment, surcharge applicability, and billing mechanisms.

Earlier, MPERC released the fifth draft amendment to the Co-Generation and Generation of Electricity from Renewable Sources of Energy (Revision-II), Regulations, 2021, which proposed that mandated obligated entities, including distribution companies, open access consumers, and captive power users, adhere to a specific RPO.
