Lucknow Development Authority has invited bids to select operators to set up and maintain five electric vehicle (EV) public charging stations (50 charging points) at Janeshwar Mishra Park, Lohiya Park, and Jyotiba Phule Park in Lucknow.

The last date to submit the bids online is September 18, 2023. Bids will be opened on the same day.

Bidders must submit 1% of the project’s estimated cost, which amounts to ₹575,000 (~$6,928) as an earnest money deposit.

The project’s estimated cost is ₹57.5 million (~$692,789).

The project must be completed within six months from the award of the contract work. The contract will be for ten years with a lock-in period of three years subsequent to the letter of acceptance of the notice of award.

The operator will install AC-type EV chargers for 4-wheelers and AC/DC-type chargers for 2-wheelers. A space for charging buses will also be included at the stations, subject to the availability of space and approach road. E-rickshaw charging will also be allowed at these stations.

Bidders should have a minimum experience of completing at least two assignments of a similar nature during the last five years or providing services for manufacturing parts and distribution for at least two similar works during the last five years.

They should have a solvency certificate issued by a bank or district magistrate, which should not be over three months older from the date of bid submission.

Bidders should have a positive net worth as of the last day of the previous financial year.

If the bidder fails to install the charging stations within six months from issuance of the letter of award, 0.5% of the estimated cost per week of delay, subject to a maximum of 10% of the estimated cost as liquidated damages, will apply.

The Lucknow Development Authority will not provide any subsidy for installing EV charging station infrastructure.

According to the tender documents, the agency will be allowed to procure power from open access from a group captive, third party, or power exchange, for which it will be liable to pay applicable charges.

In June this year, the Uttar Pradesh Power Corporation invited bids to set up and operate 58 EV charging stations across all its 33/11 kV substations and DISCOMs in Noida, Greater Noida, Ghaziabad, Lucknow, Kanpur, Agra, Mathura, Varanasi, Ayodhya, Gorakhpur district areas.

Earlier, Uttar Pradesh released the ‘Electric Vehicle Manufacturing and Mobility Policy 2022,’ under which the first 2,000 charging stations will receive a capital subsidy of 20% or up to ₹500,000 (~$6,024) each on the eligible fixed capital investment. The first 1,000 swapping stations will receive a capital subsidy of 20% or up to ₹500,000 (~$6,024) each.
