Kerala Floats Consultancy Tender for 100 MW Solar Project with BESS

Renewable Power Corporation of Kerala (RPCKL) has invited bids to select a Project Management Consultant (PMC) to develop a 100 MW grid-connected ground-mounted solar power project with a Battery Energy Storage System (BESS) at Cheemeni in Kasaragod, Kerala.

The last day to submit the bids is September 20, 2024. Bids will be opened on October 3.

Bidders must submit ₹8,850 (~$105) as a bid processing fee and ₹500,000 (~$5,956) as a bid bond.

The selected consultant must furnish 5% of the contract value as a performance guarantee within 14 days of the letter of award being issued.

The Kerala government has allotted 450 acres of land in Cheemeni, Hosdurg Taluk, Kasaragod District, to RPCKL for a solar park.

Bidders must deliver comprehensive services that include pre-bid engineering, design engineering review for EPC contractors, and site management. They must also conduct inspections and testing of project equipment and BESS, along with module inspections.

Additionally, bidders will oversee project commissioning and conduct performance testing to ensure the project meets all specifications and standards.

Bidders should have handled at least 25 MW ground-mounted solar power projects under a single contract.

They should have managed a cumulative of 100 MW solar power projects (excluding rooftop installations), including a 2 MW BESS over the last three financial years.

Bidders must have provided PMC services for 11/33/220 kV substations, switchyards, SCADA systems, and 220 kV transmission lines, including all related civil and electrical works such as roads, buildings, fencing, green fencing, and water harvesting systems.

They must have a team of at least 25 full-time employees engaged only in solar energy sector consultancy.

Their average annual turnover from consultancy services in the last three financial years must be ₹25 million (~$297,833).

Bidders must have a positive net worth for the last three financial years.

In May, the Agency for New and Renewable Energy Research and Technology invited bids for a 1.5 MW ground-mounted solar power project with grid connectivity under the RESCO model in the Central University of Kerala, Kasaragod.
