KEL Invites Bids for 137 MW Solar Projects in Andhra Pradesh

Kerala Electrical and Allied Engineering Company (KEL) has issued a tender to set up 137 MW of rooftop or ground-mounted, grid-connected solar projects at government buildings across Andhra Pradesh.
The solar systems will range from 1 kW to 5 MW.
Bids are invited under the following categories:
- Projects from 1 kW to below 50 kW
- Projects from 50 kW to below 200 kW
- Projects with over 200 kW
Bids must be submitted by November 26, 2025. Bids will be opened on November 27.
Bidders must furnish an earnest money deposit of ₹500,000 (~$5,644.42) and a tender fee of ₹15,000 (~$169.33) plus 18% GST.
The scope of work entails the design, engineering, supply, installation, testing, synchronization, and commissioning of the solar projects. It also entails providing operation and maintenance services for 25 years.
Successful bidders must provide net metering and wiring up to the distribution board. They must also provide the projects’ mounting structures.
The projects must be covered under warranty for 25 years.
The scope of work also includes supplying spares at no cost for project maintenance during the warranty period. Additionally, it involves coordinating with relevant agencies to obtain the necessary approvals.
Selected bidders must submit periodic progress reports, financial updates, net metering reading accessibility, and generation performance metrics. They must also prepare detailed project reports, financial projections, and monthly dashboards.
Successful bidders must have a minimum of two service centers in Andhra Pradesh. They must open additional service centers in the state based on the number of installations they execute.
Only solar modules compliant with the Approved List of Models and Manufacturers must be used.
Projects from 1 kW to below 50 kW capacity must be completed within 45 days; those ranging from 50 kW to below 200 kW must be completed within 60 days; and those over 200 kW must be completed within 90 days.
Commissioning delays can result in the forfeiture of the earnest money deposit.
Bidders must have installed and commissioned ground-mounted/rooftop solar projects with a cumulative capacity of 50 MW in the last three years.
Bidders offering rooftop projects must have installed solar systems at a minimum of 5,000 sites in residential, commercial, and industrial projects. They must have also completed 10 projects of a minimum capacity of 750 kW. Additionally, bidders must have executed rooftop projects with a capacity ranging from 1 kW to over 200 kW.
Bidders offering ground-mounted projects must have completed at least one project with a minimum capacity of 8 MW. They must have also completed three individual projects of at least 4 MW capacity.
Bidders must have a minimum average annual turnover of ₹500 million (~$5.64 million) to ₹1 billion (~$11.29 million) over the previous three financial years. They must also have a positive turnover.
In October this year, the Ministry of Railways invited bids to set up 1.235 MW of rooftop solar projects at the A, B, and suburban railway stations in Andhra Pradesh’s Guntakal division.
